HCM Extract
BIP encryption, follow directions in the following MOS article 1987283.1 - Note that you can use a separate public key to encrypt files going to separate WebDAV servers. This is an advantage over using HCM Extract, which does not yet support a separate key for each target server (for a single customer). Also note that for #5, ERP & other Fusion Apps customers using BIP can also leverage this feature - this is not HCM specific.
Details on how to file an SR for the key exchange for 1-4. This and other Cloud Service Entitlements are described in MOS article 1534683.1. [Note that the Certificate Management UI in Release 9 will not work with the above encryption capabilities as yet]
Automation
For automating the transfer to and from Fusion you can
Use HCM Connect v1 [If approved for "Controlled Availability] - Program now closed
Write scripts yourself using the "Manage the Transfer Yourself" section of the HCM Connect User Guide [accessible from #1]
Use your existing orchestration layer.
Notes:
You can directly deliver BIP output to your file server via an SR process.
If you want HCM Extract to write to UCM and are hitting the 10MB file size limit, this can be controlled by the configuration shown in this doc
Flow Action Service - White Paper on how to use this is available below

If you are not an Oracle employee, email me, referencing this web page, and I'll mail it to you.
Automating Payroll Batch Loader - White Paper
You can write scripts to schedule transfer of files from your On-Premise Server into UCM by leveraging the Web Center Content Transfer Utility.
It's the same link as under RESTful Services & Atom/RSS Feeds so just click once.to be kept informed.
