I’m Eva “Dee” Goss, a PMP-certified project and program leader with a background spanning technology, business analysis, communications, strategic initiatives, data, organizational improvement, and public-sector operations.

My career has been built around one consistent strength: bringing structure to complex work. I help teams clarify goals, define requirements, improve processes, manage risk, coordinate stakeholders, and move initiatives from planning through execution. While I bring deep experience in IT modernization and enterprise systems, my project management background also includes communications, public outreach, strategic initiatives, analytics, and event coordination.

My foundation in communications strongly influences how I lead. I’m skilled at translating complex technical, operational, and data-driven information into language people can understand, helping business and technical teams stay aligned, and giving leaders the information they need to make sound decisions.

I also bring strong business analysis and data capabilities, including requirements development, process analysis, testing and validation, KPI development, dashboards, and executive decision support. I’m comfortable working between strategy and execution—understanding the larger objective while staying close enough to the details to recognize risks, gaps, and opportunities for improvement.

Outside of my public-sector and consulting work, I’m a small-business owner, author, and entrepreneur in Fulton, Missouri. Building and operating businesses has strengthened my understanding of customers, communications, operations, problem-solving, community engagement, and what it takes to turn an idea into something people can actually use.

At my core, I’m a multidisciplinary project leader who combines the structure and accountability of project management, the analytical thinking of a business analyst, the communication skills of a public information professional, and a practical focus on people and outcomes.
