The Deming Cycle - PDCA
Plan-Do-Check-Act
Dr. W. Edwards Deming, the noted quality scholar, popularized what we identify as the PDCA cycle. The Japanese quality guru, Kaoru Ishikawa , expanded the work to identify that determining objectives is a key activity during planning.
Ishikawa's enhancement is very applicable for service improvement. During the stages for planning objectives and methods, including planning for people (human factors, including organizational and cultural change - not just head count), process, technology and business management must be defined. To do the work, education and training are needed, and the changes (new and revised services) are introduced to the production environment. Moving on to check section, the impact of the changes are reviewed, and then required corrective actions are taken. The cycle is then launched again.

Risks and issues
A risk is a future event that may have an impact on project constraints (schedule, cost, scope, and quality.) A risk has a probability of occurring. We can plan for risks based on probability of occurrence and impact on the project. Risks can be avoided, mitigated, accepted, or transferred to another party.
An issue is a present problem or concern influencing triple constraints. An issue is raised when something has gone wrong and will impact the project.
A risk can become an issue, but an issue is not a risk - it has already happened.

This differs from conventional scheduling in several important ways:
The fraction devoted to planning is larger than normal. Even so, it is barely enough to produce a detailed and solid specification, and not enough to include research or exploration of totally new techniques.
The half of the schedule devoted to debugging of completed code is much larger than normal.
The part that is easy to estimate, i.e., coding, is given only one-sixth of the schedule.

1. Tomcat is not as fast as Apache when it comes to static pages.
2. Tomcat is not as configurable as Apache.
3. Tomcat is not as robust as Apache.
4. Tomcat may not address many sites' need for functionality found only in Apache modules (e.g. Perl, PHP, etc.).
For all these reasons it is recommended that real-world sites use an industrial-strength web server, such as Apache, for serving static content, and use Tomcat as a Servlet/JSP add-on.
