Educational Program

eNAP Educational Program
10-12-2026, "When To Vote Which Way", presented by Miriam Simmons, Ph.D.,PRP

Part 1 -- Education Committee members will present a program on the topics as shown below, based primarily on the Registered Parliamentarian Performance Expectations (RP-PE) as indicated below. See these on pp 7-28 in NAP's Criteria For Credentialing (CFC):

The resources to be used in conjunction to prepare to meet these RP standards include (CFC p. 6):

➢ Robert’s Rules of Order Newly Revised (12th edition)

➢ Robert’s Rules of Order Newly Revised in Brief (3rd edition)

➢ Code of Professional Responsibility for Parliamentarians

➢ Professional Practices in Parliamentary Procedure (2021, NAP), cited as PPPP (available only to NAP members; login to bookstore first).

➢ Pathways to Proficiency - Script Writing Made Easy (Updated for RONR, 12th ed.)

The education workshops are generally based on the RP-PE (see above). The RP-PE is essential for those preparing for the RP exam, and it is solid parliamentary education for all levels of membership.

EDUCATION PROGRAM

October 12th, Miriam Simmons, Ph.D., PRP will present the lesson on "When To Vote Which Way". Following that presentation, a parliamentary question-and-answer opportunity is given to guests and members.

Regular Meeting Minutes

DRAFT

The Regular Meeting of September 14, 2026, of the eNAP Unit of the National Association of Parliamentarians (eNAP) was held online via Zoom and called to order by President Roberta Berry at 7:30 P.M. CT (U.S. Central Time), with Belinda Brouette serving as secretary. A quorum was present.

Those attending (members and guests) were: Adrian Stratton, Alan Jennings, Alisa Ryu, Andrea Nottingham, Ann Rempel, Atul Kapur, Belinda Brouette, Bernie Callender James, Betty Bell, Carmella Watkins, Crystal, D’Lisa Patterson, Deidre B. Flowers, Diana Bacon, Erika Correa, Gail Mitchell, Jacalyn Shelton Wallace, Jimyce Johnston, Jocelyn Williams, Josette Kawana, Kevin Connelly, LaToya Kittrell, Lynda Schram, Mamphahlele Moruthane, Mark Apodaca, Mary Remson, Megan Trott, Melanie Brunson, Mike Golojuch, Mikey, Mildred S. The minutes of the August 10, 2026, meeting were approved as distributed.

Education Program
The unit recessed for the education program at 7:32 P.M. CT. Vice President Sean Schilke introduced Adrian Stratton, CPP, PRP, and his program on "Voting”.

The meeting resumed at 8:49 P.M. CT.

Vice President: An oral report was given.

Bylaws Committee: On behalf of the Bylaws Committee, the following amendments were recommended:
1) “to amend Article VIII, Section 1(d), by striking the sentence, “The committee shall consist of all site editors”” The motion was adopted unanimously.
2) “to amend Section 1. Regular Meetings. The regular meetings of eNAP shall be held on the second Monday of each month except July, August and December unless otherwise ordered by the Unit or Executive Board.”

During discussion, a member moved to amend the motion to strike July.

A member raised a point of order on whether the debate was germane to the amendment.

The chair ruled the point well taken. The chair's ruling was appealed and overturned.

A member moved the previous question on all pending motions, and the motion was seconded.

The vote on the question on all pending motions was 6 in the negative, 11 in the affirmative. The president announced the question was adopted.

A member called a point of order on the vote threshold. The point of order was well taken.

A member moved the previous question on the amendment to strike July, it was adopted unanimously.

The motion to strike July was adopted.

The previous question was ordered on, “to amend Section 1. Regular Meetings. The regular meetings of eNAP shall be held on the second Monday of each month except August and December unless otherwise ordered by the Unit or Executive Board.” It passed with 11 votes in the affirmative and 0 in the negative.

A Point of Order was raised in regards to the voting threshold is based on those present and voting. The point of order was well taken.

Education Committee: Next month’s program features Miriam Simmons, “When to Vote Which Way."

Announcements:

The next eNAP Unit meeting is Monday, October 12, 2026, at 7:30 p.m. Central Time.

At the October meeting, the Unit will elect a three-member Nominating Committee as required by Article V, Section 3, of the bylaws.

The November 9 educational program is scheduled to address the Joint Code of Professional Responsibility.

The 2026 Dahms-Bierbaum Workshop, "Who Counts: Quorum Quandaries and Voting Thresholds,” will be held November 6 through 8 in Oklahoma City.
