Secretary's Report

The eNAP Unit had 93 members who attended at least one meeting, while 13 inactive members did not attend any meetings this year. As of the December 9th, 2024 meeting, 27 new members have joined the unit this year. There are 25 NAP regular members and two provisional members.

Membership Committee Report 

The eNAP Unit Membership Committee met several times to discuss strategies, ideas, and plans for implementing their recommendations: 1) from June 1, 2024, to September 30, 2024, to recruit at least 10% new members, and 2) from July 1, 2024, to September 30, 2024, to recruit an additional 10% new members. The committee explored developing marketing materials, organizing social events, and addressing document access issues to attract and retain members. They proposed using QR codes for eNAP Unit membership recommendations and suggested conducting a survey to assess the monthly educational programs and the decline in membership. The committee established a recruitment initiative and hosted a successful ice cream social at the National Association of Parliamentarians (NAP) Training Conference in San Antonio, TX. Additionally, the membership committee arranged a 30-minute social chat to encourage member networking before each meeting. Please Note: As of the December 9th meeting, 27 new members have joined the unit this year. There are 25 NAP regular members and two provisional members.

Draft Meeting Minutes

2024-12-09 Regular Meeting

The 2024-12-09 Regular Meeting of the eNAP Unit of the National Association of Parliamentarians (eNAP) was held online via Zoom and called to order by President Richard Halverson at 7:30 PM CT (U.S. Central Time), with Secretary Roberta Berry present. A quorum was present.

The December 9, 2024, meeting agenda was adopted without objection.

 

The regular meeting minutes from November 11, 2024, were approved and posted to the members-only site.

 

Daniel Acciacca was approved as a Provisional member without objection.

 

Education Program: 

The unit recessed for the education program at 7:41 PM CT. Fashika Willis McClelland, PRP, presented a lesson on Nomination and Elections, which was - CEU-approval. Following that presentation, guests and members had a parliamentary question-and-answer opportunity. The meeting resumed at 9:28 PM CT.

President’s Report:

No report was given.

Vice President’s Report: No report was given. 


Secretary’s Report: 

LaToya Kittrell was introduced as a new regular member.

 

Membership Committee: 

No report was given.

 

Nominating Committee:

Bylaws Committee: 

Bernie Callender James, Chairperson of the Bylaws Committee, reported that the committee submitted the updated two amendments to the NAP Bylaws Committee for review and approval. However, the committee has not received any communication from the NAP Bylaws Committee.

 

Unfinished Business:

 

Technology Committee: 

The website has not been updated yet with the new web editors. The Technology Committee held the first meeting and elected Crystal Thomas as the Chair of the Committee.

 

New Business: 

Sean Schilke provided notice that he would like to change the time of the meeting at the next meeting by an amendment to the standing rules permanently. Paul moved to amend Article 11 of the Standing Rules by striking 8 p.m. and inserting 7:30 p.m. The motion was adopted.  

 

Announcements:

The educational program for next month is “Teller,” and the program for February is Professional Responsibility.

 

The next meeting will be held on Monday, January 13th, 2025, at 7:30 PM CT.

Educational Program

eNAP Educational Program for 2025-01-13  - CEU-approved requested -


Part 1 -- Education Committee members will present a program on the topics as shown below, based primarily on the Registered Parliamentarian Performance Expectations  (RP-PE) as indicated below.  See these on pp 7-28 in NAP's Criteria For Credentialing (CFC):

The 2024 education plan will continue programs based on the RP-PE (see above).  The RP-PE is essential for those preparing for the RP exam, and it is solid parliamentary education for all levels of membership.


Thus, the 2024 through Feb. 2025 educational program schedule and presenters:


Be aware that this plan may be adjusted or replaced in full by the education committee at any time; the enapunit.org website (Meeting Materials > Educational Program) should have any updates to the plan as they occur.


Part 2 -- eNAP Special Rule of Order 1(A) says: "A part of each educational program shall be to allow members to ask opinions of other members on parliamentary questions that they have."

Attendees should use screen names consisting of their real first and last names, and are encouraged to add a suffix to indicate their state, province, or country (example: Katherine Johnson WV). If you are NOT a current member, please preface your name with the prefix of g (example: g Katherine Johnson). Officers should also use the appropriate prefixes designated for them.

Applications by NAP members are approved automatically upon verification of their NAP membership. Application by those who are not NAP members may be approved after they have attended at least one unit meeting.
