Draft Meeting Minutes
2025-12-08 Regular Meeting
The Regular Meeting of December 8th, 2025, of the eNAP Unit of the National Association of Parliamentarians (eNAP) was held online via Zoom and called to order by President Roberta Berry at 7:30 PM CT (U.S. Central Standard Time), with Belinda Brouette serving as secretary. A quorum was present.

Crystal Thomas moved to postpone approval of the October and November regular minutes until the January 2026 regular meeting. The motion was adopted.
Education Program:
The unit recessed for the education program at 7:33 PM CST. Vice President Sean Schilke introduced "Understanding & Advising Boards and Committees, Daniel Ivey-Soto, JD, PRP.
The meeting resumed at 8:55 PM CST.
REPORTS OF OFFICERS, BOARDS, AND COMMITTEES:
President Report:
A report of the special committee appointed to review the October 13 minutes was received and reported.
Vice President Report: No report.
Secretary Report: No report.
Education Committee Report:
The Education Committee previewed an upcoming presentation on CEU requirements. Vice President Schilke reported that Kay Crews will present “So You Want to Work as a Parliamentarian” as January’s educational program.
Membership Report:
The eNAP Unit has two new members: Kevin Gardner and Danette Stokes.
Nominating Committee Report:
The committee recommends Roberta Berry for President, Sean Schilke for Vice President, and Belinda Brouette for Recording Secretary.
New Business
Don Freese gave notice for the December meeting to amend the Bylaws, Article XI, Amendment of Bylaws, by striking out the words "with notice" after "two-thirds vote", and inserting the words: "provided that the amendment has been submitted in writing at the previous meeting," so it would read "These bylaws may be amended at any regular meeting of the Unit by a two-thirds vote, provided that the amendment has been submitted in writing at the previous meeting, or a nine-tenths vote without notice, or at any special meeting with suitable notice by a three-fourths vote. This was seconded.
Crystal Thomas moved to amend the proposed amendment by inserting between submitted and in ‘to the bylaws committee, and this was seconded.
After a parliamentary inquiry, President Roberta Berry ruled the amendment would change the threshold 9/10ths vote in the affirmative, due to scope of notice. Crystal Thomas appealed the decision of the chair. This was seconded.
Richard Brown raised a point of order that no one has raised a point of order to Don’s parliamentary inquiry, and should not be appealed as it was an opinion.
Kevin Connelly’s point of order was the chair has ruled the amendment not in order and it is order to appeal the ruling despite it being a parliamentary inquiry.
Crystal Thomas' point of order was the chair ruled the question out of order, and a ruling is appealable.
Weldon Merritt's point of order was the chair did rule, and although it started as an inquiry, the chair's eventual ruling is appealable.
Paul McClintock's point of order. There is no ruling from the chair.
Parliamentarian Mary Remson clarified the amendment process, and Ms. Thomas withdrew the appeal with unanimous consent from the assembly.
Bernie Callender moved the previous question on the pending amendment, seconded.
Crystal Thomas raised a point of order that the maker of amendment has preference in debate and this privilege was denied.
Paul McClintock raised the point of order that the motion to deny the maker to speak on her amendment is out of order and the point of order in regards to preference in debate was timely. The chair ruled the point well taken. The maker of the amendment discussed her reasoning.
Before a vote, Alan Jennings moved to adjourn. This passed unanimously.
The meeting adjourned at 10:04 PM CST.

01-12-2026 "So I Want to Work as a Parliamentarian" presented by Kay Crews, PRP, CPP-T CEU-Approved
Part 1 -- Education Committee members will present a program on the topics as shown below, based primarily on the Registered Parliamentarian Performance Expectations (RP-PE) as indicated below. See these on pp 7-28 in NAP's Criteria For Credentialing (CFC):
The resources to be used in conjunction to prepare to meet these RP standards include (CFC p. 6):
➢ Robert’s Rules of Order Newly Revised (12th edition)
➢ Robert’s Rules of Order Newly Revised in Brief (3rd edition)
➢ Code of Professional Responsibility for Parliamentarians
➢ Professional Practices in Parliamentary Procedure (2021, NAP), cited as PPPP (available only to NAP members; login to bookstore first).
➢ Pathways to Proficiency - Script Writing Made Easy (Updated for RONR, 12th ed.)
The education workshops are generally based on the RP-PE (see above). The RP-PE is essential for those preparing for the RP exam, and it is solid parliamentary education for all levels of membership.

Join us for a regular meeting of the eNAP Unit of the National Association of Parliamentarians; the meeting will be held Monday, January 12th, 2026, via Zoom, at 7:30 PM Central Time. Please note that the meeting will be recorded.

The meeting room will open ten minutes prior to the meeting. If you are having issues joining the meeting, please email us at contact@enapunit.org.
Attendees should use screen names consisting of their real first and last names, and are encouraged to add a suffix to indicate their state, province, or country (example: Katherine Johnson WV). If you are NOT a current member, please preface your name with the prefix of g (example: g Katherine Johnson). Officers should also use the appropriate prefixes designated for them.

EDUCATION PROGRAM
January 12th, Kay Crews, PRP, CPP-T will present the lesson on "So, I Want to Work as a Parliamentarian!", CEU-Approved. Following that presentation, a parliamentary question-and-answer opportunity is given to guests and members.

If you have never attended an eNAP meeting, please plan to arrive 5 to 10 minutes before the call to make sure you understand how the meeting will be conducted and to talk with other attendees. Reviewing our introduction page to familiarize yourself with the eNAP chat room and terminology is strongly recommended.
If you are not yet an eNAP member and would like to join, you may complete and submit the application form. Applications by NAP members are approved automatically upon verification of their NAP membership. Application by those who are not NAP members may be approved after they have attended at least one unit meeting.
