Draft Meeting Minutes

2024-11-11 Regular Meeting

 The 2024-11-11 Regular Meeting of the eNAP Unit of the National Association of Parliamentarians (eNAP) was held online via Zoom and called to order by President Richard Halverson at 7:30 PM CT (U.S. Central Time), with Secretary Roberta Berry present. A quorum was present.

The November 11, 2024, meeting agenda was adopted without objection.

 

The regular meeting minutes from October 14, 2024, were approved and posted to the members-only site.

 

Nominating Committee:

The following members were elected without objection: Paul McClintock, Sean Schilke, and Gloria de Meireles.

 

Education Program:

The unit recessed for the education program at 7:45 PM CT. Diana Bacon, PRP, presented a lesson on Voting Methods 7.7 - 7.12, which was CEU-approved. Following that presentation, guests and members had a parliamentary question-and-answer opportunity. The meeting resumed at 8:52 PM CT.


President’s Report:

No report was given.

 

Vice President’s Report:

No report was given.


Secretary’s Report:

At the November meeting, the secretary provided the total number of eNAP Unit members. Seventy-eight active members consistently attended meetings, while thirty inactive members have attended at most one meeting this year. As of the November 11th meeting, twenty-one new members had joined the unit this year. There are twenty NAP regular members and one provisional member.

 

Membership Committee:

eNAP Unit members should have received their NAP membership renewal notice invoice in your member portal.  

 

Bylaws Committee:

eNAP Unit updated Bylaws were submitted to the NAP Bylaw Committee for review and approval; upon review of the bylaws, the following is provided for the unit's review for compliance with NAP Bylaws. eNAP Unit submit the two amended bylaws for final review.

 

Bernie Callender-James, chairperson, presented the Bylaws Committee report. Two amendments and recommendations were then presented to the unit members for consideration and vote.

Amendment 1: (Bylaws) Ending Membership

The motion was adopted to amend eNAP Unit Bylaws, Article III Members, Section 2

Ending Membership as follows: Any member may resign upon request submitted to any officer of the Unit or directly at a meeting. In the former case, the officer shall announce the resignation to the Unit at a meeting or by e-mail. Resignation from membership requests shall be granted automatically without vote.

 

Amendment 2: (Bylaws) Location

The motion was adopted to amend eNAP Unit Bylaws, Article VI, Meetings, Section 5 Location as follows: Meetings shall be held via Zoom unless otherwise ordered by the Unit or Executive Board. The location shall be as provided in the standing rules. Any alternate location shall be accessible via the internet using a standard web browser. Telephone and video conference meetings are authorized, so long as the meeting is conducted by a technology that allows all participating members to hear each other at the same time and, if a video technology, to see each other as well.

 

New Business:

Sean Schilke provided notice that he would like to change the time of the meeting at the next meeting by an amendment to the standing rules permanently.

 

Paul moved to order the start time for the January meeting to be at 7:30 PM Central Time. The motion was adopted.

 

Announcements:

The following announcements were made:

 

The educational program for next month is “Nomination and Elections," and the program for January is “Tellers.”

 

The next meeting will be held on Monday, December 9th, 2024, at 7:30 PM CT.

 

The meeting adjourned at 10:27 PM CT.

Educational Program

eNAP Educational Program for 2024-12-09  - CEU-approved requested -


Part 1 -- Education Committee members will present a program on the topics as shown below, based primarily on the Registered Parliamentarian Performance Expectations  (RP-PE) as indicated below.  See these on pp 7-28 in NAP's Criteria For Credentialing (CFC):

The 2024 education plan will continue programs based on the RP-PE (see above).  The RP-PE is essential for those preparing for the RP exam, and it is solid parliamentary education for all levels of membership.


Thus, the 2024 through Feb. 2025 educational program schedule and presenters:


Be aware that this plan may be adjusted or replaced in full by the education committee at any time; the enapunit.org website (Meeting Materials > Educational Program) should have any updates to the plan as they occur.


Part 2 -- eNAP Special Rule of Order 1(A) says: "A part of each educational program shall be to allow members to ask opinions of other members on parliamentary questions that they have."

Attendees should use screen names consisting of their real first and last names, and are encouraged to add a suffix to indicate their state, province, or country (example: Katherine Johnson WV). If you are NOT a current member, please preface your name with the prefix of g (example: g Katherine Johnson). Officers should also use the appropriate prefixes designated for them.

If you are not yet an eNAP member and would like to join, you may complete and submit the application form. Applications by NAP members are approved automatically upon verification of their NAP membership. Application by those who are not NAP members may be approved after they have attended at least one unit meeting.
