If possible, please use LaTeX for your paper. From the editorial point of view of compiling a volume, it's much easier to handle LaTeX files than word processor files. If you're not a LaTeX user but have thought about trying LaTeX, this may be a good opportunity to try! There are a lot of introductions to LaTeX available on the web nowadays. One that I like is the Wikibooks LaTeX book, which is available in a number of languages.
Please download the ZIP file below, unzip it, and begin by reading README.TXT, which is hopefully self-explanatory. Note that you'll still need to read and follow the style sheet (which is independent of LaTeX).
The style file eiss.sty requires a number of publicly available packages (as also indicated in author_master.tex). These packages are the following (the packages given in parentheses are optional, dependent on certain options taken):
caption, (courier), datetime, fancyhdr, footmisc, geometry, graphicx, (helvet), (inputenc), (libertine), (mathptmx), natbib, (newtxmath), titlesec, url
Most of these packages should already be installed on a reasonably recent and complete LaTeX system, but a few may not be. If this is the case, you should install the missing packages. Since LaTeX systems differ in various respects, I'm afraid that I can't tell you how exactly to install a missing package on your system, but nowadays most systems offer an easy way to do this. You can find all of these packages in the TeX catalogue.
Ideally, you should have recent versions of libertine and newtxmath, which have been revised a lot over the past couple of years. These two packages provide and define the document fonts (of which the main font is Linux Libertine). If you're not able to easily install recent versions of these packages (because e.g. your LaTeX installation isn't so recent), you may use Times as a temporary workaround. See the option \usetimes in author_master.tex for this. Note, though, that the final version of your paper should be in Libertine, so this is only intended as a temporary solution.
If you want to compile example_master.tex (which is a good way to test your system), you'll also need the packages booktabs and expex.
The recommended way to generate a PDF file from your TEX file is to use pdflatex (unless embedded PostScript commands require you to first produce a PS file).
Note added on 2016/03/03: The previous version (v2.0e) of the EISS LaTeX style package was used for EISS 10. The present version (v2.0f) is the result of a general cleanup that introduces a few improvements but doesn't affect the look/style.
