Access to devices and connectivity to effectively use technology to participate in the digital components of life are critical for students to participate in society while in school and beyond. But digital access is not enough. 

Many curricula and industry standards now include multiple aspects of technology usage, so districts must expand beyond providing access to bringing together their mission, visions, pedagogy, and technology across departments and stakeholders.
