June 6, 1938, Superintendent Smeltzer's Report on Fleming Park:
Completed rebuilding of Seawall which was torn down by ice over the winter. The whole wall, consisting of 1600 feet, is in very good condition now.
The Tower...roof needs repairs. Some of the rails at top of tower have rusted off at ends and are dangerous because the boys go up and lean against them. The Flag Poles have been painted and put in their places at the top of the tower.
June 4, 1938: Tower cleaned and inside windows and stairs scraped and painted, tablets have been cleaned. Flower box put over main door.
Sign erected and painted, 15 miles per hour, located on main highway leading to Fleming Park.
Halifax Natal Day, record crowd, 26th anniversary of opening of tower, 14 August 1938 (Smeltzer's words).
August 2, 1938, completing stone wall where break was in Wall in front of Tower for a wharf, never completed. Cadet Band played evening of July 27th (Wednesday) in aid of Camp Sunshine. Salvation Army Band played Sunday, July 31, 1938.
December 5, 1938, Tower in good repair except roof leaks. Trees blown down in last heavy storm.
1939 Smeltzer's Report:
May 8, 1939, James Donahue, Ltd. 10 galvanized tanks on plontoons for float in park at a cost of $5.45 each
New flag pole ready to go up on front lawn of tower, made from a fine black spruce tree in the park.
July 3, 1939, Wooden floor at top of tower in poor condition, might last this year but do not trust it for another year.
Band concerts well attended. Council arranged to send out chairs for concerts.
August 7, 1939, the Dingle Road, from Purcell's Cove Road to Dingle Canteen, was paved at a cost of $1675. The province shared 50% of cost, not to exceed $2000.
Vandalism, new float broken by a party on Sunday gone.
