Neighbors to a new forest products supply store going in on Highway 33 in Delton raised concerns over whether there would be a tree buffer and a prudent storm water management plan at a recent town meeting May 17.
The Delton Town Board approved a plan for Hack-Away Forest Products owners Michael and Tammy Wilm that requires them to plant several rows of white pine trees near the west property line to separate the business from neighbors Wayne and Joan Francois' property.
The board also heard concerns from Christmas Valley Tree Farm owner and Delton resident Jack Meegan who wanted reassurance that his property wouldn't be flooded with storm water runoff from the new facilities.
The Hack-Away Forest Products facilities includes a 8,940 square foot combined shop and office with a 6,000 square foot cold storage building. The construction also entails the creation of a large, gravel lot and a drainage pond to the south.
Meegan said he is worried about drainage from the area around the gravel lot. His property is east of the building site.
"Are we going to restrict the flow of the water that comes through there naturally. Reason, there's a 260 foot pipe underneath 33 than empties into my valley coming from Senger's retention or detention pond over there. That thing is 4 foot wide and over 3 foot high. That's going to deliver a heck of a lot of water," he said. "My concern is we cannot restrict this water flow because this goes out to old 33."
Delton's zoning administrator, Rob Roth, said the Wilms' plans satisfy the state Department of Natural Resources requirements for construction, erosion control and storm water management, both in the far- and near future.
Roth said the area Meegan was concerned about shouldn't be impacted.
"That area they're not touching at all in terms of grading or excavation or anything. That area's been located and they're avoiding that," Roth said.
The Wilms received initial board approval for their business, to be located at E10679 Highway 33, at a December 2008 town board meeting after the Delton Planning and Zoning Committee recommended approval.
In other business, the board took the following action:
-- Approved certified surveys for Brent Gasser on Ishnala Road and William Nehring on County A and Ringling Road.
-- Extended the deadline for the following property owners to bring their properties into compliance with ordinances: Don Hudnell and Robert and Elaine French; The board decided to take no more action on the following properties: Tom Conrad, Wells, Donna Kamenick, Patricia McGrath, Scott Meden, the Kerhulas property.
-- Recommended ditch improvements to Scott Lane.
-- Approved a driveway permit for Travis Spencer in the Delton Woods subdivision and denied one for John Buck on Fern Dell Road.
-- Approved collecting bids for crack filling.
-- Approved building permits for a Sand Road storage building; Forrest Road residence; Sand Road deck and siding; shed on Birchwood Road, deck on Greimel Road, detached garage on Deer Run Road and a deck on Buckhorn Road.
-- Set the next meeting for June 14 at 2 p.m.
