Higher Education System in Morocco

Morocco has 14 universities and other institutes of technology within the city limits. The instruction is in French and Arabic. The organization of studies on the mode of the LMD (License-Master-Doctorate) was established in Morocco in 2001. The academic year consists of two semesters.
Higher and Vocational Education in Morocco is composed of public and private institutions providing initial or vocational training. It is divided into two categories. So, higher education is organized by the Ministry of Higher Education. It forms students, License Bac + 3, Master Bac+5, Doctorate Bac + 8. The Ministry of Employment and Vocational Training provides professional education to train technicians in 2 or 3 years after graduating.
Areas of study are the original teaching, law and economics, literature, sciences, medical sciences, engineering sciences, business and management, science education and translation.
Also :
· Higher education in Morocco is the responsibility of the State, which provides for the planning, organization, development, regulation and Guidance of the system.
· Morocco law reinforces the educational, administrative and financial autonomy of universities.
· For these provisions to be implemented, the tasks of universities have to be broadened in the framework of a reorganized educational structure.
· There is also a need to enhance vocational courses by establishing an evaluation and accreditation system for courses and a system for auditing institutions.
Admission
· Admission to postsecondary institutions is open to baccalaureate holders and many schools and faculties require that students also pass an entrance examination.
· Most institutions or faculties will also require that students have minimum grades in their proposed majors.
· Furthermore, some institutions will only accept students who have obtained their baccalaureate in the year of application for registration.
· These extra requirements have been introduced over the last 10 to 15 years as schools have become unable to meet the burgeoning demand created by the official Moroccan policy of open access for baccalaureate holders.
· The school year runs from September to July.
· The language of instruction in the humanities and social sciences is Arabic, while French is the language of instruction in scientific subjects.
· Curriculums in all fields are for the most part standardized by the Ministry of Higher Education.
· All Moroccan universities use a 20-point grading scale. Any score over 10 is considered a passing grade; very few students average higher than 14 across all subjects. Students must score above 50 percent on end-of-year written and oral examinations to progress to the next year of studies.
· The proportion of students required to repeat a year is high, especially in the first year of studies and it is not uncommon for students to take more than six years to complete a four-year degree.
Programs and Degrees
1/ GENERAL PRINCIPLES
The instructional design was designed and developed for:
1. Be comprehensive, incorporating all cycles for greater coherence and overall visibility.
2. Consider the need to integrate the new national system under the change in the internationalsystem of European higher education in particular, to facilitate national and international student mobility.
3. Consider the need to spread the modules of Languages and Communication throughout thecurriculum instead of the focus in the first half, for educational reasons and resources.
4. Capitalize on work completed or in progress, including in the preparation of modules andcourses.
5. Provide after a basic general education, two types of channels: channels of a general nature andprofessionalizing character dies.
6. Provide training modules in general and as a professionalizing progression that allows the acquisition of know-how and improving the employability of recipients while providing opportunities for bridges and reorientation.
7. Meet the qualitative and quantitative objectives of the reform (internal and external returns) and provide outputs diploma spread over different levels.
8. Allow at different levels and with prerequisites, the transfer of students from the old system to the new.
9. Permit, subject prerequisites, return to college after work experience.
2/ NAME OF NATIONAL QUALIFICATIONS
The names of national diplomas corresponding to the overall architecture used are:
Bac+ 2: Diploma of General University Studies (DEUG).
University degree in Professional Studies (DEUP).
Bac+ 3: License Fundamental Studies (LF). Professional license (LP).
Bac+ 5: Master (M). Specialized Master (MS).
Bac +8: Doctorate (D).
The Masters degree (Bac + 4) may be issued at the request of interested and validation modules of the first two semesters of the Master course.
3/ PREREQUISITES
The prerequisites for enrollment in a specific higher level are developed by the team responsible forthe educational leadership and adopted under the provisions of the Act 01.00.
The prerequisites must contribute to help students be more successful the training route chosen.
the prerequisites can be of several types: singly or in groups.
For example:
- The marks obtained in some important modules for the selected program.
- The study of the student's file.
- The acquisition of certain modules or components of modules designed to prepare the student to the selected die but not making a mandatory part of the validated module industry.
- The professional experience for candidates from the world of work.
4/ TEACHING ORGANIZATION AND TIME VOLUMES
· The organization of the courses is modular and semi-annual.
· One semester is 16 weeks of teaching and evaluation.
· One semester consists of at least 3 modules. Its total time volume is 360 hours minimum.
· The minimum time volume of a module is 75 hours of teaching and evaluation.
· The whole Module is exempted and validated over one six-month period.
· Transverse modules LC are spread out over all the course of first diploma (DEUG/DEUP).
Thus time volumes minima necessary for obtaining the national diplomas are as follows:
- The DEUG or the DEUP requires 1440 hours a minimal time volume.
- The Licence requires 2160 hours a minimal time volume.
- The Master degree requires 1440 hours a minimal time volume after the Licence.
In terms of appropriations ECTS :
- The DEUG or the DEUP corresponding to 120 appropriations.
- The License corresponding to 180 appropriations.
- The Master degree corresponding to 120 appropriations after the License.
5/ EVALUATION AND VALIDATION OF MODULES AND PROGRAM
Modules
The assessment of knowledge, skills and competencies for each module takes the form ofcontinuous assessment which may take the form of examinations, tests, assignments, presentations, reports, internship or other means control. However, if necessary, besides the continuous monitoring, a weighted final examination may be conducted.
A module is validated if the rating is greater than or equal to 10 and 20 if no note of any of its elements is not strictly less than a specified limit noted in the description of this module.
Student who have not validated module and with a score greater than or equal to 5 out of 20 is allowed to pass a unique control before the next semester. It can keep for this control, the marks obtained in the module elements that are greater than or equal to 10 out of 20.
Any module is validated definitively acquired.
Program
A program is enabled if one of the following conditions is met:
1. All modules in the program are validated.
2. All major modules are validated, with an overall average of all modules in the chain greater than or equal to 10 and 20 without any note of the other modules is less than 7 out of 20.
A validated program entitles the corresponding diploma
