He is also attempting to patent the business process for extorting business and governments to fund these operations
(by selling weather "insurance"):
Here is one of his patents for
"...selling insurance policies regarding areas to be protected by storm suppression equipment; and funding at least one of purchase, operation, or maintenance of the storm suppression equipment at least partially through premiums collected from the selling ... to at least one of businesses, governmental entities, individuals, or insurance companies."

say that proof-of-concept geoengineering experimentation
is well within the means of private (Bill Gates?) funding:
"We note in passing that such initial proof-of-concept experiments could be conducted for costs of at most $108, which are well within private means of several different types."
Bill Gates is indeed spending millions on exactly such weather modification schemes,
to literally control the amount of sunlight reaching the earth:
