Cyprus Outlines Strategic "Space Autonomy" Pillar for 2026 EU Council Presidency
NICOSIA — March 31, 2026 — The Republic of Cyprus today signaled its intention to place Space Policy at the forefront of its upcoming Presidency of the Council of the European Union. Under the guidance of the Deputy Ministry of Research, Innovation and Digital Policy, the government has moved into the final consultative phase of the "Nicosia Space Initiative."
The initiative, developed in close technical coordination with senior experts from the European Space Agency (ESA)—including Cypriot systems architect Dr. Michael Hadjitheodosiou—proposes a landmark shift in how the EU utilizes Mediterranean geography for orbital security.
In a joint press conference held between the Hague, where ESA is based, and Nicosia, Dr. Hadjitheodosiou declared: "Cyprus is ready to transition from a consumer of space data to a strategic provider". Α spokesperson for the Ministry stated. "Our geographical position makes us the natural 'Command Center' for the EU's southern maritime and atmospheric monitoring."

The Aphrodite Satellite Space Constellation: A proposed EU-funded 6 microsatellite array for real-time Mediterranean climate observation.
Cyprus Optical Laser Observatory Station: Leveraging Cyprus’s high-altitude terrain and perfect weather for next-generation optical ground stations.
EU-ESA Joint Mediterranean Hub: A permanent platform to be headquartered in Nicosia.
The project coordnation will be managed in Cyprus by the local consultancy Celestial Experts.
We are looking at a proposed €450M initial investment from the EU "IRIS²" fund. Cyprus is leveraging its 2026 Presidency to push this through before the next budget cycle. A bold move for a small state.
