Call To Order:
Meeting called to order at 7:01 pm by John Nyara, Chairman. Pledge of Allegiance was recited.
Verification of Posting and Publishing:
J. Nyara confirmed the Agenda was posted and published.
Approval of Previous Month’s Minutes:
C. Bretting J. Nohl made a motion to dispense with reading the September 9th, 2025 Meeting Minutes, seconded by J. Nohl. Motion carried. Copies of the minutes were provided at the meeting for attendees.
OLD BUSINESS
Comprehensive Plan update:
J. Nohl reported there were a couple permits received for review but Bayfield County had already issued the permits. Next quarterly meeting scheduled for December 8th @ 6pm at the Town Hall.
Cozy Corner Road (full road) update:
Stripping completed. Some spots and humps still needed to be reviewed and worked on - no additional information provided at this time.
Ondossagon Road update and possible action:
Still in arbitration. J. Nyara stated no other updates at this time.
NEW BUSINESS:
Public input:
Dennis Pocernich made a request for some cold mix/or substance to be put on the E. Ondossagon/Ondossagon Road corner by the stop sign (for persons turning right at the T traveling west to north). Drivers are cutting the corner short and the radius needs to be widened. Gravel being thrown into the road from the shoulder. Yes, Dave can work on that corner. Denise Bosak stated she worried that the Ondossagon Road still being in arbitration is concerning. J. Nyara said that the lawyer is hard to contact- he gave the attending town the lawyer’s name Max Lindsey and company if they would like to contact.
Discussion & Possible Action - William “Jamie” Mackin – Class A Land Use Permit FR 431 – RV Placement:
J. Nohl stated the Town received the Class A Land Use Permit and contacted the County, and found there were some concerns about waste disposal. Mr. Mackin stated he has already received the sanitation permit in the mail. (Composting toilet/waste was discussed.) J. Nohl was advised by the County the sanitation permit was already issued, and a Land Use permit is for the screened-in deck that is not attached to the RV and parking for 4 months or more. This will need to be reviewed by the Comp Planning Commission (as nothing is currently in the Comp Plan that covers this) and acted on at the next meeting. Mr. Mackin would like to keep the RV parked there until spring and possibly get it covered/enclosed in the future. J. Nohl made a motion to table this, C. Bretting seconded the motion. More information needed. Motion carried.
Wheeler LLC Salt/Storage Shed proposed plan – Discussion and possible Action:
Proposed plans/ materials list/ examples submitted to Town for review. This will need to be presented, constructed – consult with Arney Mackey, base needed, more discussions needed. Dave will present to JR, and grants will be looked into. This will be introduced into the budget and will be running agenda item.
Signage posted at Bono Creek update:
Dave stated that all the metal signs (Angle Parking, No overnight parking, etc.) have been placed and set. Town members discussed boat and kayak trailer left at Bono Creek for 6 weeks or more.
Fee Schedule for Violations 2025-03, discussion and possible Action:
Town of Barksdale Fee Schedule for Violations 2025-03, additional wording needed. Discussed and approved. Will be typed, signed, and posted at all public posting places and on the website. C. Bretting made a motion to approved 2025-03 with revisions, J. Nohl seconded the motion. Motion carried.
“Special Meeting” Policy, discussion and possible Action:
It costs the town members a fee every time a “Special Meeting” is needed for anything out-of-ordinary that comes up during the month. C. Bretting asked for this item to be tabled and added to next month’s agenda.
Discussion and possible action for extending Fire & Ambulance contract as-is for 1 year:
C. Bretting attended the Washburn Fire Dept contract meeting – discussions at this meeting about organizing a commission to oversee how the contract is split between the townships and city of Washburn – making sure things are divided fairly. More information to come in next few months. Contact signed by Town for another year.
Discussion and possible action on the Town of Barksdale Driveway Ordinance:
Concerning required lengths of culverts needed to be installed in new driveways. Town Board and members discussed this. Current Driveway Ordinance still in effect.
Snowplowing 2025/2026 Season discussion and possible action:
S. Sanders stated 55 snowplow applications have been received, deadline is tomorrow with a $50 late-fee payment due after the 15th. 92 applications were sent out. Two new residences added this year for Dave to review.
Updates on Engoe Road Striping project:
Striping completed; no bill received from Town of Washburn yet.
Road Foreman’s Report:
Dave stated he’s been working on the loader and tractor, grading out in the Barrens. Asked about more gravel. Dave has been talking again to TransCanada for the $5000 promised gravel. Enbridge has called to ask if assistance is needed; yes, of course we could use it! Generator serviced; Jolma has a kit for servicing that Dave uses.
Clerk’s Report:
Bayfield Health Immunization Schedule for review. Great Lakes Chronicle sent a nice pamphlet for review by town. Clerk will pass it around for those who want to read it.
Chairman’s Report:
J. Nyara sets the Budget Workshop date for October 28th @ 6pm.
Treasurer’s Report:
S. Sanders gave an overview of the town’s finances. Currently, $201,058.98 in checking & savings combined, both banks, includes Transportation Aid just received. Loan balance is $844,844.46. Looking at things to put into the newsletter. CD at Chippewa Valley will be transferred to Northern State Bank this year – Over $20,000.00 in CDs currently.
Next Meeting(s):
The next Monthly Town Meeting will be held on Tues, November 11th @ 7:00pm.
Monthly Bills:
J. Nohl made a motion to accept and approve the monthly bills presented, seconded by C. Bretting. Motion carried.
Closed Sesstion:
J. Nohl made a motion to close out Closed Session @ 9:15 pm, seconded by C. Bretting. Motion carried.

With there being no further business meeting to conduct, C. Bretting made a motion and seconded by J. Nohl to adjourn the meeting at 9:36 pm.
