Call To Order:
Meeting called to order at 7:01 pm by John Nyara, Chairman. Pledge of Allegiance was recited.
Verification of Posting and Publishing:
J. Nyara confirmed the Agenda was posted and published.
Approval of Previous Month’s Minutes:
C. Bretting made a motion to dispense with reading the June 10th, 2025 Meeting Minutes, seconded by J. Nohl. Motion carried. Copies of the minutes were provided at the meeting for attendees.
OLD BUSINESS
Comprehensive Plan update:
Special Comprehensive Meeting was called for Todd’s Ready Mix “After the fact” Permit. The Commission made the recommendation for approval of the application for permit. Next quarterly meeting scheduled for September 8th @ 6pm.
Cozy Corner Road update:
Cozy Corner Update: Shouldering has been worked on, and a few low spots need attention Also, stripping will hopefully be completed.
Ondossagon Road update and possible action:
Cozy Corner new construction update: $101,315.21 bill received. More shouldering to be completed by Dave, mostly on the north side of the road. Hump in the road to be addressed.
Ondossagon School Update:
Ondossagon Road Update: Still in arbitration. J. Nyara stated no other updates at this time.
NEW BUSINESS:

Public Input: No discussions presented by the public.
Todd’s Ready Mix Concrete LLC Conditional Use Permit:
Comprehensive Plan Commission accepted and recommended the application for permit be accepted for the weatherproof containers on the property. J. Nohl made a motion to approve the application, seconded by C. Bretting. Motion carried. Signed by John Nyara.
Lutkie Road – Culvert, update on work and SealTech application:
Dale Johnston stated culvert was installed, work has been completed. Patching will need to be done on that road.
US Forest Service Modification of Grant or Agreement Discussion and possible Action:
J. Nyara signed for the Modification of an additional $4500.00 to be added to the previous $8000.00 given. Accepted!
Information- Bonding, Discussion and possible Action:
C. Bretting stated the WTA advised that the clerk and treasurer do need to be bonded. Currently, there is no bond in place. Rural Mutual would get back to him with information for bonding. Nothing has been received at this time. C. Bretting will request our Agent be present for the next town meeting. Bonding is for monies handled between the two.
Ordinance Regulating Transient Merchants Permits/Applications/Tickets:
Application for permit drawn up by C. Bretting. Reviewed by attorney. Approved. Will add in daily use charge and print off copies. Copies of application for permits will be posted at Bono Creek; also can pick up at town hall during meetings, which anyone can attend. Angle parking will need more signage, to deter blocking. Citations will need to be issued if continues. Complaints of trailers blocking passage to boat ramp.
Town Picnic:
Discussed at Comp Plan meeting, decided for Saturday September 6th from 12-3pm. Postcards will be sent out this year. Bring a dish to pass if you wish.
Road Foreman Report:
Dave stated the New Holland has had a few leaks. Patching done in the northside of the Barrens, and will start ditching on Bjork and Kabasa Roads. Tom will continue with mowing.
Clerk’s Report:
Clean Sweep flyers set out for July 31st. MOE certificate was submitted and approved by Dept of Revenue for Fire and EMS. Certified 4 out of 4. Next certification due July 1st, 2026. Bayfield County Ordinance 2025-06 for Electrical Wiring presented. Open Records received from John French on July 2nd, same information requested as in April, adding in New Ordinance passed June 10th for permitting, along with any minutes & resolutions. July 1st Public Records request submitted by Chris Prysok.
Chairman’s Report:
J. Nyara asked Dave about marking out the entire 2.4 miles of Engoe Rd. Town of Washburn has paid Northwoods for the entire amount of the work done, they have asked us to pay our portion, totaling $25,650.26. Check will be written to the TOW on 7/09. Bayfield Wireless called and said the tower is up. Regulation of towers was discussed w. D. Pocernich.
Treasurer’s Report:
S. Sanders gave an overview of the town’s finances. Currently, $311,644.29 in checking & savings combined, includes 3rd quarter transportation aid received. 7 Dog letters were sent out for tags, known from last year. 6 letters have been received/paid. 2nd half of taxes are due to Bayfield County Treasurer next month. ***July 28th WTA Meeting at Pilsen (Moquah) Townhall @ 7pm. Ondossagon loan payment due October 1st for $80,000.00. Total due $913,133.13. Sue contacted Tammy at the City of Washburn to ask about exactly what we owe on the Firetruck. Tammy will get back to her, as she couldn’t give a figure. Sue is hoping to find grants/funding to help pay our portion. All set up at Northern State Bank. Credit card apps submitted for 4 cards. Need to turn over the ETFs into the new routing number at NSB.

No action or further updates as of yet.
Discussion and possible action of Attorney’s fees:
Applications for Operator’s and Liquor Licenses Topside and Sparkys -Legal Notices:
Northern State Bank will give us 3.5% for both accounts, and will have more discussions with CD rates. Sue will get the paperwork going – 2 to 3 month process. Government accounts will need to be changed. C. Bretting made a motion to approve, seconded by J. Nohl. Motion carried.

Scotty Sandstrom, will be opening bids for Engoe Rd. tomorrow night, he also discussed that they will also be stripping, and we may want to get a bit of stripping done while they are out. Cozy Corner Rd. - need fog line and center line.
Treasurer’s Report:
S. Sanders gave an overview of the town’s finances. Currently, $355,455.24 in checking & savings combined. July -2nd half tax money and transportation aid will be coming in. Both loans were combined after the LRIP grant came in. Balance due is $901, 935.14. First payment due October 1st – semi annual payments of $80,000.00 each. Hopefully we will be able to pay it off in 7 years.
S. Sanders called on Firetruck payments- $615,000.00 was our portion, interest (5%) is at $311,125.42. Final payment in 2044. No grants were sought after. Federal and State grants are still available. Our contract ends this year.
Clerk & Treasurer will be going to Lakewoods for WTA on May 21st, and quarterly Moquah WTA meeting on June 2nd at 7pm for all Board members.

Monthly Bills:
C. Bretting made a motion to accept and approve the monthly bills presented, seconded by J. Nohl. Motion carried.
