Town of Barksdale Board Meeting Minutes

Present:  John Nyara, Chris Bretting, Jayson Nohl, Angela Truchon, Susan Sanders

Absent:  None

Other’s Present: David Lucius

Members of the Public Present: See sign-in sheet

Call To Order:  The meeting was called to order by Chairman Nyara at 7:02 p.m. 

Verification of Posting:  Clerk Truchon confirmed the meeting notice was posted at the Town Hall, Bono Creek and Lakeshore Drive and the Town Website.


Approval of Previous Month’s Minutes:  Nohl made a motion to dispense with the reading of the February 13, 2024 minutes and to approve them as written, seconded by Nohl; motion carried.


OLD BUSINESS

Comprehensive Plan update: Jayson reported that Lynn will be putting the revision on a disk for the Comprehensive Plan.  After the revisions have been made there will be a public meeting to go over the them to approve or disapprove the revisions.   The committee looked at a Permit from Todd’s Ready Mix and they recommended to deny the permit as presented.

Cozy Corner Road discussion and possible action: Construction will start in April for clearing of the right of way for the road project. 

Ondossagon School discussion and possible action: Nothing new

NEW BUSINESS:

Public input:
Permit Request for Todd’s Ready Mix LLC: Jeff Johnson spoke for Todd’s ready mix regarding the presented permit.  He explained that they were looking to put up a temporary plant that would be used to crush material for the upcoming Hwy project going through Washburn.  

Many town members were present that were not in favor due to the many health issues that could ensue from the concrete dust and air quality concerns.
Dennis Pocernich said that the permits would be reviewed at the county level on March 21st and that the county zoning does consider the recommendations of the Town Board and Comprehensive Plan Committee.
Mike Bark asked the board to explain the advisory vote on the Ballot for removing from Bayfield County Zoning.  Jayson had zoning run Barksdale's land use average for the past 5 years and it is about 18 per year.
Jayson Nohl made a motion to deny the permit as presented and Chris Bretting said he wanted to discuss it a little more. There was a short discussion regarding possibly putting in blacktop to help with truck dust and Jayson said he had spoke with the DNR regarding air quality and was referred to the County Health Department.  After discussion Jayson Nohl made a motion to deny the permit as presented and Chris Bretting seconded.  Motion Carried

Resolution for Advisory Referendum:
Bretting made a motion to approve Resolution 2024-1.  Nohl seconded the motion.  Motion carried.


Road Foreman’s Report:
Dave reported that we will not be receiving any funding from the Forestry this year for the Forest Roads as there is nothing in the Forestry Budget this year.  We will give Enbridge a bill at year end for any work/plowing and materials used for there entrance road area.  Dave received a quote for tires and Chris Bretting made a motion to go with the Nokia tires and Jayson Nohl seconded; motion carried.

Clerk’s Report: Angela reported on letters and other information received since last meeting.

Chairman’s Report:  John received a call from the Assessor and the Open Book will be held May 9 from 12-2 and Board of Review will be held on May 20 from 4-6 at the town hall.

Treasurer’s Report:  See attached Report.

Next Meeting:  The next regular meeting date is April 16, 2024 immediately following the annual meeting.

Approval of Bills:  Chris Bretting made a motion to approve the bills as presented, seconded by Jayson Nohl, Motion carried.

Adjournment: There being no further business Jayson Nohl made a motion to adjourn Chris Bretting seconded. Motion carried Meeting adjourned at 8:49 p.m.
