Town of Barksdale Board Meeting Minutes

Present:  John Nyara, Chris Bretting, Jayson Nohl, Angela Truchon, Susan Sanders

Absent:  None

Other’s Present: David Lucius

Members of the Public Present: Theresa Margetta, Susan Jacobson, Fred Brocher, Marsha Sorensen

Call To Order:  The meeting was called to order by Chairman Nyara at 7:01 p.m. 

Verification of Posting:  Clerk Truchon confirmed the meeting notice was posted at the Town Hall, Bono Creek and Lakeshore Drive and the Town Website.


Approval of Previous Month’s Minutes:  Bretting made a motion to dispense with the reading of the May 14, 2024 minutes and to approve them as written, seconded by Nohl. Motion carried.


OLD BUSINESS

Comprehensive Plan update: Had a comp plan meeting last night June 10 and finalized the booklet. Mike Bark requested a final critiquing before approving the plan and look over and approve on the July 8th meeting.

Cozy Corner Road discussion and possible action: The Road will be closed as of July 1, 2024, and A1 Construction will be starting the work. 

Ondossagon Road: Cooper Engineering estimated that to fix Ondossagon Road would cost $2,096,000.00. This estimate will be sent to Luppino’s bonding company.

Ondossagon School: Nothing new.

NEW BUSINESS:

Public input:
Fred asked about putting gravel on the shoulders of Ondossagon Road to help with the shoulder drop offs. Dave is going to look into renting a reclaimer. 

Whitecap Kayak:
Josh representing Whitecap Kayak’s spoke regarding their concern about other companies ruining the access to Bono Creek boat ramp. They were also concerned that another company was using Bono Creek as their place of business, and it was the “pin” on their website. 

Cozy Corner Financing: 
Bremer Bank has not gotten back to Sue. Northern State Bank. The payment would be somewhere between 30–40-thousand-dollar payment twice a year on June 1 and December 1 with an interest rate of 5.5%.

Liquor License Approvals:
Topside Tavern submitted their annual liquor license application. All taxes and sales taxes are current. Bretting made a motion to approve the Liquor License for Topside Tavern and Nohl seconded. Motion carried.

Road Foreman’s Report:
Dave reported that he cleaned the shop and they have been mowing and grading. Mika is hauling material for us. The ¾" is at 8.90 per ton and the 1 ½” is 8.55 per ton.

Clerks Report:
Clerk reported on the new Fire and Ambulance Reporting for the state. The Fire and Ambulance departments that are contracted with the Town send the town a report and from those reports the information is then submitted to the state. If these reports are not filed, the town could lose 15% of their shared revenues.

Chairman’s Report:  Nothing new.

Treasurer’s Report:
See attached Report. Sue said that we need to double check our road signs as some are missing per the Ashland Bayfield County Joint Next Generation 911.

Next Meeting:  The next regular meeting date is July 9, 2024, at 7:00 pm

Approval of Bills:  Nohl made a motion to approve the bills as presented, seconded by Bretting, Motion carried.

Adjournment: There being no further business Nohl made a motion to adjourn Bretting seconded. Motion carried Meeting adjourned at 8:35p.m.
