Town of Barksdale Board Meeting Minutes

Present:  John Nyara; Chris Bretting; Jayson Nohl; Angela Truchon, Susan Sanders 

Absent:  None

Other’s Present: David Lucius

Members of the Public Present: Dale Johnson

Call To Order:  The meeting was called to order by Chairman Nyara at 7:07 p.m. 

Verification of Posting:  Truchon confirmed the meeting notice was posted.


Approval of Previous Month’s Minutes:  Bretting made a motion to dispense with the reading of the June 13, 2023 minutes and to approve them as written, seconded by Nohl. Motion carried.

OLD BUSINESS

Comprehensive Plan Update: Jayson called zoning regarding the Dryer permit to see the status.  There were some red flags and have not heard back from zoning. The next meeting will be on 9-11 at 6:00 pm.

Ondossagon Road:  Still nothing from Lindsey. Will put back on agenda when needed.

Town Zoning Update:  We will have a meeting in February and put on our next ballot again as a referendum item. John will write up another resolution.

NEW BUSINESS:

Public Input: 

Dale Johnson was concerned about the snow plowing rates the town was charging. He figured out that the Loader costs about $2.50 per minute and each driveway takes approximately 10 minutes which comes to $25 per time each regular driveway is plowed. The truck cost about $1.75 per minute which comes to $17.50 per time. He thinks based on these numbers we need to raise our snowplowing rates.

Sue said that she did some digging and Callae still owns the school and that we should contact her to come to a meeting to find out what she plans on doing with the building. Sue said the building has been previously condemned and that the town could do a raze order.

Town Attorney: Chris said he would send Lindsey another email.


New Lawn Tractor:  Chris B made a motion to purchase a 2023 Kubota zero turn from Lulich Implement for $4649.00. Jayson N seconded. Motion Carried. It was mentioned that both Fred Brocker and Ron Nemec would like the mower. Jayson made a motion give Ron Nemec the mower for all the volunteer work he does for the Town. Chris B seconded.  Motion Carried.

Paving Roads: The bid for the Engoe Road was $66,938. The only bid received was from Northwoods Paving. Will do ¼ mile from west end of road to Bjork Road at Mrs. Larson’s driveway. Send Letter to Sandy and copy of last years invoice. Jayson N made motion to approve the paving from Mrs. Larson’s to Hwy 13 on Engoe road, Chris B seconded. Motion Carried.

Seal Coat:  Chris B made a motion to crack seal a total of $23,331.50 Jayson N seconded motion. Jayson N made a motion to amend the budget, and take $1,331.50 from road maintenance and move to crack sealing, Chris B seconded. Motion Carried.

Liquor License: Chris B made a motion to approve the liquor license applications for SLAM LLC and Topside Barkdsdale Inc for the period of July 1, 2023 to June 30, 2024. Jayson N seconded, Motion Carried.

Road Foreman’s Report: Dave said he went in the ditch by Trinkos on Cherryville to miss hitting a deer, called Tomlinson’s and they pulled him out. He has been placing rock on 431 and grading roads. He also looked at the culvert by Tom and Sue’s. The bill’s from Germano – Trusty Trucking is for the Forestry.

Clerk’s Report:   Clerk Clerk said that she received the election grant funds of $750. She called NWRPC regarding the PACER work that needs to be completed this year. She also filed the 2nd quarter report with the Forestry Department. Nothing further to report.

Chairman’s Report:    Chairman Chairman brought up the Town picnic and the board agreed that a good date this year would be on August 26, 2023 between 12-4. Nothing further to report.

Treasurer’s Report:  The next WTA meeting will be on July 24, 2023 at 7:00 pm. Treasurer’s report is attached.  

Next Meeting:  The next regular meeting date is August 8, 2023 at 7:00 pm

Approval of Bills:  Bretting made a motion to approve the bills as presented, seconded by Nohl. Motion carried.

Adjournment: There being no further business Jayson made a motion to adjourn Chris seconded. Motion carried Meeting adjourned at 9:35 p.m.
