Town of Barksdale Board Meeting Minutes
Tuesday, January 10, 2023

Absent: NONE
Other’s Present: David Lucius
Members of the Public Present: Dennis Pocernich, Mike Mylnarek, Ron Pagac, Judy Pagac, Susan Jacobson, Mike Bark, Faye Nyara, Bob Sangor, Tom Sanders, Paul Beeksma
Call To Order: The meeting was called to order by Chairman Nyara at 7:00 p.m.
Verification of Posting: Truchon confirmed the meeting notice was posted.
Approval of Previous Month’s Minutes: Bretting made a motion to dispense with the reading of the December 13, 2022 minutes and to approve them as written, seconded by Nohl. Motion Carried.
OLD BUSINESS
Comprehensive Plan Update:
Jayson said there was nothing new to report and the next meeting will be held on March 13, 2023 at 6:00 p.m.
Grants Update:
Cozy Corner Road - Nothing new to report.
Skating Rink:
John reported that the skating rink is pretty much complete. They are looking for some bar height stools. Larry Cicero donated the spray foaming and we are looking for some volunteers to open the skating rink and take turns running the rink.
Ondossagon Road:
Board still has heard nothing and the board agreed that they need to call to make an appointment to go and talk to attorney Lindsey regarding an update and further action.
Update on Town Zoning: Need to put a resolution on the ballot rearding leaving the county zoning. Need to talk with County clerk to find out what the timeline is for getting this on the spring ballot. Dennis Pocernich explained how the county zoning is currently working and stated that it currently takes approximately 4-6 months to get any type of special permit.
Update on Norvado Internet: Guy Folsom from Norvado spoke regarding the Broadband service being put in the town. He said that it will begin this spring and they have broke it into 2 sections, the north and the south. They will be starting on the North section first. He thought everyone should be getting something in the mail regarding this around mid to late February this will explain the project and how people can opt in to getting the Fiber lines put to there property (even if they chose not to get fiber optic internet right away). Guy also asked about putting a splitter box on the town property somewhere by the town hall. The board asked who would be doing the construction and Guy informed them that A-1 Construction from Bloomer received the contract.
NEW BUSINESS:
Public Input:
Paul Beeksma asked for permission to put up some rules at the skating rink and and IN and OUT sign on the doors and also to have springs on the doors so they automatically close. Sue Jacobson said she would donate a small picnic table for inside the warming shack.
Chris Bretting talked to the WTA attorney regarding cutting trees on private property. The attorney said that the town cannot go onto private property to cut the trees even if they appear to be falling down or are going to fall down. Need to contact the land owners and let them know about the problem. If the tree falls into the right of way of the town then the town can remove the tree from the right of way and put it along the property owners land.
Dennis Pocernich suggested having the “picnic” in the winter months or early spring as so many individuals are busy in the late summer and early fall. He thought by doing this more of the towns people may be able to attend.
Road Foreman’s Report:
Dave reported that he had been plowing snow and that CAT had come to do some work on the grader. He received the front blades and changed oil on the dump truck. Clerk asked if he could use the PO# for the equipment and dave said he could do that.
Clerk’s Report:
Clerk reported that we will have a primary election on the 21st of February and will need 3 election workers. John, Jayson, and Larry will work this primary. Clerk had nothing further.
Chairman’s Report:
Chairman requested that the skating rink building be updated for insurance for the building and liability. Chairman had nothing further.
Treasurer’s Report:
Treasurer’s report is attached. WTA meeting will be held on January 23rd.
Next Meeting:
The next regular meeting date is November 7 immediately following the budget hearing at the Barksdale Town Hall.
Next Meeting: The next regular meeting date is February 14, 2023 at 7:00 pm
Approval of Bills:
Nohl made a motion to approve the bills as presented, seconded by Bretting Motion carried.
Adjournment:
Bretting made a motion to adjourn at 8:28 p.m., Nohl seconded. Motion carried.
