Town of Barksdale Board Meeting Minutes

Present:  John Nyara; Chris Bretting; Jayson Nohl; Angela Truchon, Susan Sanders 

Absent:  None

Other’s Present: David Lucius

Members of the Public Present: Dr. John McCue, Mike Mylarnyk, Al Kirschbaum, Fred Brocker

Call To Order:  The meeting was called to order by Chairman Nyara at 7:03 p.m. 

Verification of Posting:  Truchon confirmed the meeting notice was posted at the Town Hall, Bono Creek and Lakeshore Drive and the Town Website.


Approval of Previous Month’s Minutes:  Bretting made a motion to dispense with the reading of the July 11, 2023 minutes and to approve them as written, seconded by Nohl. Motion carried.

OLD BUSINESS

Comprehensive Plan Update: There was a permit request from Randy Diagle for a home based business, the Planning Committee will look at this at the September Meeting.

Ondossagon Road:  Was asked to keep this on the agenda.

NEW BUSINESS:

Public Input: 

Dr.  John McCue asked about paving of Pierce Road and said he was concerned about paving some of the side roads with minimal residences when other roads in the township need to be fixed.  He also questioned the zoning choice of wanting to go to transfer zoning from the county to the township.  Chris explained some of the issues that our township and other townships have been having with the current zoning.  John said that we want to do it the right way and is hoping this will be a wake up call to the county to step it up.  But if not we need to make a change. Clerk responded that a poll was sent out to all the other townships and only 2 were received back.

Mike Mlynarek brought up there has been issues at Bono Creek with the kayakers again.   He questioned who owns the area.  DNR owns the landing, WI DOT owns the road but they won’t touch it as we get road aid for it.  WTA said a nuisance order is the only thing we could do.

Fred Brocher again voiced that he is against the town plowing driveways.  Board said that they will continue to plow at this time.

Snowplowing:  Sue grabbed a couple of other Township snowplow agreements.  Some are charging in 15 minute increments $37.50 per loader and $26.25 per truck.  John suggested raising the rates $50.00 and to keep better records to see what the actual cost is.  Jayson suggested raising the rate $75.  Chris suggested $25.  Jayson made a motion to increase snowplowing by $75 there was no second.  Motion denied.  John made a motion to increase the snowplowing by $50, Chris B seconded.  Motion carried.  Chris made a motion for a $50 late fee, Jayson seconded. Motion carried.  Sue will send out snowplow letters to all residents this year.

Wedging:  Chris made a motion to wedge and pave Cozy Corner Road and Jayson seconded.  Motion Carried

Ondossagon School: John will call David Reto 

Road Foreman’s Report: Dave said they finished the culvert today on Mashlan Road.  Tom hauled the old culvert to Orensteins.  Working on mowing and working with the forestry on 245.  Maybe will rock next year.

Clerk’s Report:   Clerk talked about the increase in insurance and will contact Rural Mutual.  Had John sign the NWRPC contract for Pacer.  Sent email to Sandy at Town of Washburn regarding invoice.  Said they will pay it next year.

Chairman’s Report:    Chairman reported that Aaron Scharf wants to go look at Cozy Corner Road on August 22.  Board decided to keep the vacated roadway.  Went over the picnic information for the Town Picnic on August 26.

Treasurer’s Report:  The next WTA meeting will be on July 24, 2023 at 7:00 pm. Treasurer’s report is attached.  

Next Meeting:  The next regular meeting date is September 12, 2023 at 7:00 pm

Approval of Bills:  Nohl made a motion to approve the bills as presented, seconded by Bretting Motion carried.

Adjournment: There being no further business Jayson made a motion to adjourn Chris seconded. Motion carried Meeting adjourned at 9:24 p.m.
