Town of Barksdale Board Meeting Minutes

Present: John Nyara; Chris Bretting; Jayson Nohl; Angela Truchon; Susan Sanders

Absent: None

Other’s Present: David Lucius, Road Foreman

Members of the Public Present: Tony Williams

Call To Order: The meeting was called to order by Chairman Nyara at 7:08 p.m.

Verification of Posting: Truchon confirmed the meeting notice was posted.


Approval of Previous Month’s Minutes: Bretting made a motion to dispense with the reading of the April minutes and to approve them as written, seconded by Nohl. Motion Carried.

OLD BUSINESS

Comprehensive Plan Update:
Blake Guski has submitted a permit for a home business to sell guns. The committee will look at this at their June meeting.

Grants Update:

BIL Grant- Clerk had miscommunication with Dan regarding if the letter format he had sent was acceptable to be used. Clerk did not send out the the letters due to this and will work on getting the BIL Grant together. Mr. Gustafson said to let him know if we have questions and he can try to answer them the best he is able. The clerk will also get ahold of Sandy for a resolution from the Town of Washburn regarding us to be their agent in this grant process for the Engoe Road project.

ARPA Grant- we are able to use this grant now for general services. Clerk has done the reporting for the ARPA Grant that was due to date.

Bayfield Health Grant- John worked on doing the grant for the Bayfield Health Department to use on the skating rink. The quote for the new building was $40,000.00.

Ondossagon Road – Nothing new on this

Cozy Corner Road- The Grant was accepted for the cozy corner road project

Public Input:
Tony Williams Bayfield County Sheriff Candidate for the upcoming election spoke to the Board regarding his experience in law enforcement and his accomplishments over the years. He is running for Bayfield County Sheriff in this years election and asked the Board for his support. The Board thanked Officer Williams for coming to the meeting and speaking to the Board. Tony overheard our SAM’s conversation and suggested trying his clerk as she had issues as well. He gave us the name and number and Clerk Truchon will follow up with her.

NEW BUSINESS:

Topside Tavern Liquor License Application:
Mike Robinson new owner of Topside Tavern applied for a liquor license for the bar. Chris Bretting made a motion to grant topside a liquor license from now until June 30,2023.

Bayfield Wireless Tower Site:
Bayfield Wireless would like to have an easement in the old town dump to put up a tower for internet. The easement is currently asking for the 40 acre parcel. The board would like it to be more specified. One of the board members will talk with Bayfield Wireless and refine the contract.

New Equipment Purchases:
Received a quote from Wasuau for a new TRIP Blade with shoes. The Blade cost is $11,902 the mushroom shoes are $1,585 and freight is $2,715 for a total cost of $16,202. Blade Weighs about 1 ton could be brought back on trailer and save freight cost. Chris Bretting made a motion to approve buying the blade if Jayson and Dave agree it is what will work. Jayson Nohl seconded. Motion Carried.

Dave received a quote for rear tires for the new Holland tractor for $4893.76. Nohl made a motion to approve buying the reat tires for the tractor and Bretting seconded. Motion Carried.

Road Foreman’s Report:
Dave reported everything is going good . Dave has been grading roads and Tom is sweeping and they have been doing additional road maintenance. Dave said he will get the wheel on the grader and then will look at what we need to get for gravel. We are currently getting the gravel from the Poppe Pit but can look to see if we can get from Peterson pit as this gravel is suppose to be good. The generator has a code so Dave called Jolma and they will come out to fix it. Dave verified that the road limits are now off.

Clerk’s Report:
Clerk had nothing new to report

Chairman's Report:
Chairman reported that the WTA meeting will be May 23, 2022. The town picnic will be held the weekend after labor day.

Next Meeting date:
The next scheduled monthly meeting will be June 14, 2022 at 7:00 pm.

Approval of Bills:
Bretting made a motion to approve the bills as presented, seconded by Nohl. Motion Carried.

Adjournment:
There being no further business to conduct, the meeting adjourned at 8:20 p.m.
