Town of Barksdale Special Meeting Minutes

Members of the Public Present:

Washburn Town Board Members Sandy Raspotnik, Scottie Sandstrom, Kerrie Tetzner, Jim Park, Mike Harvey, Bob Anderson-Bayfield Cty Hwy Commissioner, Dan Gustafson-Cooper Engineering

Call To Order: The meeting was called to order by Supervisor Nyara at 6:00 p.m.

Verification of Posting: Truchon confirmed the meeting notice was posted.

Agenda: BIL Grant and Engoe Road

The board met with the Town of Washburn’s town board, Bob Anderson and Dan Gustafson regarding the BIL Grant and the work that is necessary for Engoe Road that they share with the Town of Washburn from Bjork Road to the Highway. Barksdale solely owns approximately ¼ mile of the road at the very end by the highway and they have a shared road with the Town of Washburn of approximately 1 ¼ miles. The BIL Grant is a federally funded grant and is required to be engineered. Dan said that the roads may be required to have a 2 foot shoulder which may narrow up the road as it currently may not have that much of a shoulder.

As this project would be starting from scratch it would not be able to be done until the 2023 fiscal year. May apply for the 2022 year just to get the information in. Dave said that all the culverts should be good except for possibly the one by Bjork road. Dan said that he could not do the application and then also engineer the project. After looking into this further we may be able to send out letters to 3 engineering firms requesting qualifications for their firm and employees which would then allow us to use whomever we chose for both the application process and the engineering of the project.

Dan said that it may be worth looking into the LRIP 50/50 grant due to the stringent federal requirements. The LRIP may cost the towns less in the long run. The BIL grant would be considered as a state project and would be run by the state and overseen by state inspectors. The application is due by June 3. Barksdale chairman said that this road will need to be redone sooner than later regardless of if the towns are awarded the grant. Both towns agreed to send out 3 letters to engineering firms which would included, Cooper Engineering, Cedar Corporation out of Menomonie, and Coleman Engineering out of Ironwood. Barksdales clerk will draft the required letter and have chairman’s from both the Town of Barksdale and the Town of Washburn sign the letter.

Nohl made a motion to adjourn the meeting, Bretting seconded, motion carried.

Adjournment: There being no further business to conduct, the meeting adjourned at 6:55 p.m.
