Town of Barksdale Board Meeting Minutes

Present: John Nyara; Chris Bretting; Jayson Nohl; Angela Truchon; Susan Sanders

Absent: None

Other’s Present: David Lucius, Road Foreman

Members of the Public Present: Mary Gruel, Karen Novachex

Call To Order: The meeting was called to order by Chairman Nyara at 7:00 p.m.

Verification of Posting: Truchon confirmed the meeting notice was posted.


Approval of Previous Month’s Minutes: Bretting made a motion to dispense with the reading of the March 8, 2022 minutes and to approve them as written, seconded by Nohl. Motion Carried.

OLD BUSINESS

Comprehensive Plan Update:
Jayson reported that the comprehensive planning committee
recommends approval or the ATF permit for Palmas for their bed and breakfast. They also recommend approval of the rezone for CTD LLC property.

Grants Update:

  • ARPA Grant - Have spent $5000 on Bayfield Wireless so far.

  • STP-Rural BIL Grants - Nothing New

  • Bayfield Co. Health Dept. Grant - Funding is available for outdoor activities. John will work on the grant and is getting costs and quotes from Olson Building supplies for a new building for the skating rink. We will need to look into a permit and Jayson has a copy of the lease with the property owners the skating rink is on.

  • The Fish and Wildlife would like to get grans to redo both of the Whittlesey Creek Bridges .

Ondossagon Road:
Nothing new to report.

Cozy Corner Road:
The town has received the grant but has not yet received the contract.

NEW BUSINESS:

Public Input:
No public input.

Washburn Heritage Association:
Mary Gruel and Karen Novachex came in to talk about the historic preservation of building and site in the Bayfield county area. May is National Preservation month and there will be something at the Washburn Library on May 21st. They would like if someone from the Barksdale area would like to be on the board.

Road Foreman’s Report:
Dave reported that he replaced some tires and is filling holes with millings currently. CAT gave us a price on a new loader with a new blade, trip hitch and front blade plow for $189,000. To just replace blade it would be about $58,000. The pucks are ordered and Lulich Implement is getting us a price for Diamond Tread Tires. Said to check with Wausau and Monroe on plows as well. Road inspection is set to be on Saturday April 30 at 8:00 am. Nothing more to report.

Clerk’s Report:
Clerk had nothing new to report.

Chairman’s Report:
Chairman had nothing new to report.

Treasurer’s Report:
Treasurer’s report is attached.

Next Meeting:
The next regular meeting date is
at 7:00 p.m. May 10, 2022, at the Barksdale Town Hall.

Approval of Bills:
Bretting made a motion to approve the bills as presented, seconded by Nohl. Motion carried.

Closed Session:
Board went into closed session. Board resumed out of closed session. Board decided to give the Road Foreman a $.40 per hour raise.

Adjournment:
There being no further business to conduct, the meeting adjourned at 8:50 p.m.
