Town Of Barksdale Board Meeting

Present: John Nyara; Chris Bretting; Jayson Nohl: Angela Truchon; Susan Sanders

Absent: None

Other’s Present: David Lucius, Road Foreman

Members of the Public Present: Ron Pagac, Faye Nyara

Call To Order: The meeting was called to order by Chairman Nyara at 7:16 p.m.

Verification of Posting: : Truchon confirmed the meeting notices were posted.

Approval of Previous Month’s Minutes: Bretting made a motion to dispense with reading of the October 12, 2021, Minutes and to approve them as written, seconded by Nohl. Motion carried.

OLD BUSINESS

Comprehensive Plan Update: Jayson reported that the next complan meeting will be held December 13, 2021 at 6:00 pm.

Grant Updates:

• Cozy Corner Rd. Update: Jayson is working on a 2 year plan to submit to Dan from Cooper for the FLAP grant that he is working on.

• ARPA Grant: Nothing new.

• Enbridge Grant: Chris talked about an Enbridge grant that may be available and will speak with Greg Bebeau regarding this

Pierce Road: No changes. Still need to get a price on blacktop and needs to be graded. Are tabling this until spring.

Public Nuisance Ordinance: Nothing new at Bono Creek but clerk received email regarding the speed of vehicles on Lakeshore Drive. Board feels that this is a valid concern and will put up 25 mile an hour signs although they are unsure that this can actually be enforced.

Ondossagon Road: John took info to the attorney. He has not heard anything yet. Jayson will contact testing company regarding bill for the core tests.

NEW BUSINESS:

Public Input: Bridget Olson, Fish and Wildlife Refuge Manager said the Fish and Wildlife are interested in purchasing the small piece of land the sanitary district owns. They would get an appraisal and write an offer for the small parcel. Will talk about this more at the next meeting.

Road Work: Ron thanked Jayson for the road crews hard work.

Road Plan: Jayson is working on the 2 year road plan and will get the board copies when it is completed and then get it to Dan at Cooper Engineering to submit to the county for the Grant he is working on for us for the Cozy Corner Project.

Road Foreman’s Report: Put blades on the grader and took the compactor off. Tom and Jayson have been patching. Tomorrow they will pull the dock down at Bono Creek. Cedar Engineering is doing a plan to work on Forest Road 431 to 236. The Forest Service will put back the black top removed and will redo the road.

Clerk’s Report: Clerk reported on the new voting machines and that the county will pay $1500 towards the machines for each township. Jayson will to to training on January 13, 2022 and see if any other election member would like to attend. Michelle Anderson asked about emergency building. The board said the town hall has been the previous site. Susan and Angie will be the contact personal. Clerk had nothing further.

Chairman’s Report: Chairman had nothing to report.

Treasurer’s Report: Treasurer’s report is attached.

Next Meeting: The next meeting date is November 9, 2021, at 7:00 at the Barksdale Town Hall.

Approval of Bills: Nohl made a motion to approve the bills as presented, seconded by Bretting. Motion carried.

Adjournment: There being no further business to conduct, the meeting adjourned at 8:42 p.m.
