Town Of Barksdale Board Meeting

Date: December 14, 2021

Present: John Nyara; Chris Bretting; Jayson Nohl: Angela Truchon; Susan Sanders

Absent: None

Other’s Present: David Lucius, Road Foreman

Members of the Public Present: Nick Robinson, Mike Mlynarek

Call To Order: The meeting was called to order by Chairman Nyara at 7 p.m.

Verification of Posting: Truchon confirmed the meeting notices were posted.

Approval of Previous Month’s Minutes: . Bretting made a motion to dispensen with the reading of the November 9, 2021 and to approve them as written. Seconded by Nohl. Motion carried.

OLD BUSINESS

Comprehensive Plan Update:

Jayson reported that the committee met last night for their quarterly meeting. The next quarterly meeting will be in March.

Grant Updates:

  • Cozy Corner Rd. Update: Cooper Engineer submitted the FLAP and TRID grant applications

  • ARPA Grant: Nothing new to report

  • XCel Grant: Chris did not have a chance to talk to anyone regarding the grants available but is working on it.

Ondossagon Road:

John reported that they went to see Max Lindsey regarding the Ondossagon Road project. Max feels we have some recourse against Luppino. Max gave the board 2 different agreements regarding the cost of representing the town on this issue. Before the board decides, they would like more explanation from Max on the two different agreements. Chairman Nyara read the letter from the attorney regarding the concerns he had with suing Luppino, but the attorney also feels we may be able to recoup some income. The board feels that Lindsey has sufficient experience in this type of litigation and would be pleased with the work he would do.

The supervisors will decide on which agreement to go with after talking with Lindsey.

NEW BUSINESS:

Public Input:

Mike Mlynarek wanted to let the board know that he appreciates all the board and town crew does for the town. He said that the Beaver dams are now down and are good. They trapped 5 or 6 Beavers and the dams were pulled by Dave and Dale. He also said that Marsha has the new website up and running.

Nick Robinson was present, and the clerk went over the liquor license that Robinson is looking to obtain from the town for the old Topside Building that they purchased.

Chris Bretting reported that now that we have the easement for the property that the Fish and Wildlife is interested in that Bridget will be getting an appraisal and will send the board a written offer for this piece of property. Chris will get a hold of her to proceed if they are still interested.

Road Foreman's Report:

Dave said he has been plowing snow. He also put up the signs on lakeshore for the 25 mile an hour sign. Someone had stolen the Fischer Road sign and he replaced that.

Clerk’s Report:

Clerk reported that she received an email regarding snowplowing from a new resident. Treasurer will send out an application. There will be an open house at the INO pumping station. There will be a virtual preparedness emergency plan workshop on January 12 and January 13 which will last approximately 3 hours. Clerk spoke with Chicago Iron, and they will send a reimbursement check for the outstanding credit to clear this up for year end. Clerk is still working to try to get into the SAM’s program.

The election worker appointees named were Larry Chase, Jayson Nohl, Denise Pocernich, John Nyara, Susan Jacobson, and Betty Chambers.

Chairman’s Report:

Chairman reported on the Ondossagon road project. (Please see Ondossagon Road Project in minutes).

Treasurer’s Report: Treasurer’s report is attached.

Next Meeting:

The next meeting date is January 11, 2022, at 7:00 at the Barksdale Town Hall.

Approval of Bills:

Bretting made a motion to approve the bills as presented, seconded by Nohl. Motion carried.

Adjournment:

There being no further business to conduct, the meeting adjourned at 8:40 p.m.
