Members of the Public Present: Thomas Parr and Mike Bark

Call To Order: The meeting was called to order by Supervisor Nyara at 7:00 p.m.

Verification of Posting: Truchon confirmed the meeting notice was posted.

Approval of Previous Month’s Minutes: Bretting made a motion to dispense with reading of the July 13, 2021, Minutes and to approve them as written, seconded by Nohl. Motion carried.

OLD BUSINESS

Comprehensive Plan Update:
Jayson reported That Kabasa/Ledin submitted a special use permit to construct a driveway off the neighboring driveway which they were granted a 100 feet easement to access their land from this private drive. The Committee recommends approving this special use permit. The committees next meeting is scheduled for September 13, 2021, at 6:00 pm at the Barksdale town hall.

Grant Updates:

· Cozy Corner Update - The grant writer must have information concerning the Cozy Corner cost and information by the middle of next month to get the grant in. Need to get a design by Cedar for the road. Bretting said he had been in contact with them, and they want to meet next week. Cedar has estimated that the cost would be approximately $950,000 and the grant if received should cover approximately ½ of the cost. May need special meeting to decide regarding this project.

· LFRP - May be able to use some of the funding for general use if it falls with in the guidelines. There was a suggestion of using some of the funds to put in an upstairs bathroom in the town hall which would make it more handicapped accessible.

Pierce Road:
Dave and Jayson are going to go do some test holes tomorrow to check the subgrade.

Public Nuisance Ordinance:
Nohl said that he was contacted regarding kayaks being stored on the dock. The kayaks should not be on the dock at any time. Nohl said he will go down if there are more issues regarding and becomes aware of them. Dave did order the signs for No parking and angle parking for the Bono Creek parking lot.

Ondossagon Road:
Received a letter from Luppino in response to the letter our attorney sent regarding the warranty work needed on the Ondossagon Road Project. Nyara read the letter out load and explained we had our attorney send a letter to Luppino so there was legal documentation that the town is unhappy with areas of the road. Luppino fixed the areas of concern that were marked but Dave said that there are additional spots that should have been addressed. The contract called for 11” of gravel and 4” of blacktop. Board feels that there are areas this was not done and that some test cores maybe needed to confirm this. To pursue further the Board may need to find a law firm who specializes in road work. Jayson said he would look into an attorney who could pursue this further.

NEW BUSINESS:

Public Input:
Mike Bark thanked Dave for mowing and thanked the board for the job they are doing.

Permit Reviews:
The board reviewed the Kabasa/Ledin special use permit for the requested driveway. The town planning committee had suggesting approving the permit as it falls within the guidelines. Bretting made a motion to approve the special use permit and Nohl seconded. Motion Carried. Board signed the permit and clerk will forward to the county for their review.

PACER:
Clerk confirmed that 2021 was the year that the road ratings are due. In the past NWRPC took care of this and clerk received a confirmation that the cost would be similar to the previous year about $1300. Bretting made a motion to accept NWRPC to do the road ratings for 2021 Nohl seconded. Motion Carried.

Permanent ROW Easement:
The town owns a small 1.3 acre which is called the Barksdale Sanitary District on the plat book. This property runs adjacent to the Parr property. Before transferring the said land to Mr. Parr, the board felt that a permanent easement to the snowmobile club should be granted and submitted to the county for filing so that there is not the possibility to close this section of the trail. Mr. Parr requested to see the agreement as he would be responsible for the land in the future if he agreed to the transfer. At this time Bretting made the comment that the board did not have to transfer the land to him and that the board had the choice to technically give this piece of property to anyone they chose. Mr. Parr decided to leave the meeting and the board decided then to keep the land. Bretting then made a motion to give permanent easement on this piece of property to the snowmobile club and Nohl seconded. Motion carried.

Road Foreman’s Report and Discussion of Road Inspection:
Lucius reported that he had been grading in the Barron’s. He replaced the pump on the mower deck and is going to order more cold mix from Northwoods. The culvert on Lakeshore Drive has been completed and the ditches have been dug out and rip rapped.

Clerk’s Report: Clerk reported that someone needs to be certified for the BOR. Truchon said she will take the training and Nohl said that he will as well. Need an updated Midstates application for their charge account, which the chairman signed. We also received a thank you from the Bayfield County K-9 Unit for the donation given earlier in the year. Clerk and Nohl attended a conference at the Bayfield County Annex regarding new voting machines. The Bayfield County Clerk has informed the townships that the equipment is outdated, and we will need to decide on purchasing new equipment.

The next meeting date is September 14, 2021, at 7:00 at the Barksdale Town Hall.

Approval of Bills:
Bretting made a motion to approve the bills as presented, seconded by Nohl. Motion carried.

There being no further business to conduct, the meeting adjourned at 9:10 p.m.
