Absent: None

Other’s Present: David Lucius, Road Foreman; Angela Truchon, Clerk Elect

Members of the Public Present: Dennis Pocernich; Becky Marquard; Mike Mlynarek

Call To Order: The meeting was called to order by Supervisor Nyara at 7:00 p.m.

Verification of Posting: Divine confirmed the meeting notice was posted.

Approval of Previous Month’s Minutes: Bretting made a motion to dispense with reading the March 9, 2021, Minutes and to approve them as written, seconded by Nohl. Motion carried.

OLD BUSINESS

Comprehensive Plan Update: Nothing new to report. Next Meeting scheduled for June 7, 2021 at 6:00pm unless there is a permit request

Grant Updates: Nothing new to report.

NEW BUSINESS:

Public Input: Becky Marquard who lives on Nolander Road inquired about renting the town hall on June 12, 2021 for a bridal shower. She was informed the fee is $50 if the kitchen is used or $25 without the kitchen use. 2 checks will be written one for the fee and one for a deposit. The deposit check will be returned or shredded after inspection.

The Board was Thanked for putting in the dock down at Bono creek. There were questions regarding the road washing out on the lakeside (south side) by the dock and who was responsible for the repair. Dave said he had talked to the DNR regarding this and are trying to get Shanie there to look at it. DNR said they were looking for Rock and may have some this fall. It is the DNR’s responsibility to fix this. The board said if the town fixed it they would want reimbursement from the DNR. There was mention that there may be some coastal Management grants out there and Ben Dufford from the County may have information regarding these.

Mike mentioned as a reminder that the Board of Review will be August 4th at 5:00 p.m. and that one member of the board must be trained every two years by the Department of Revenue.

Bay Area Solid Waste District Bylaws: The BASWD discussed dispersing excess funds to the involved districts. This extra money would go by equalization percentage and not by population as they feel this would be the fairest way to disperse the money equally. There was no mention in what the BASWD board felt was excess and when this money would be dispersed. But was asking the townships involved to add this to there bylaws. Bretting made a motion to reject adding 6.04 to the bylaws, seconded by Nyara. Motion Carried

Purchase of Attachments for the Grader (Compactor/Reclaimer): The board had an extensive discussion regarding purchasing a compactor and a reclaimer for the grader. Jayson had received quotes from RDO in Burnsville, MN and Fabick. We do not have a ripper on the grader so a quick attach would not work with this model unless they purchased a ripper. RDO’s has a handy hitch which includes there quick attach. You would need to take off wing to attach the hitch. The handy hitch is better and heavier. The quote on this was $32,298. The reclaimers are both walk and roll and made by Lycox. The quick attach to front of grader the 1st one was $20,500 and the one by Fabick was a little less. There was a comment from the public that maybe the Town of Sanborn would let us use there’s to see if this was something we liked and or needed. Dennis commented that maybe we should by the compactor and borrow/rent a reclaimer if needed. Bretting made a motion to purchase a compactor for under $35,000 after deciding what the town needs and looking at them closer, seconded by Nyara. Motion Carried

Terwilliger Road/Road Paving: Talked to Eric from Northwoods Paving and requested getting a bid for Paving Terwilliger Road for the Town of Barksdale part of the Road and possibly talk with the Town of Eileen to do cost sharing for the whole road.

Engoe Road: Sandy from the Town of Washburn called during the meeting regarding the repair and blacktopping Engoe Road from Topside to Viater Road which is approximately 1 mile. The board requested seeing the actual bids for the different propositions for the Road before making a final decision.

Pierce Road: Table until next month

Public Nuisance Ordinance: Tabled.

Road Foreman’s Report and Discussion of Road Inspection: Lucius stated that everything is going well. Broom is getting put on and waiting for the cold mix to thaw out to start patching roads. Patching will start on Cherryville, then Engoe and then Cozy Corner. Board told Dave to purchase a rose bud if needed to get the cold mix thawed out.

FR 238 to FR 236 is going to be engineered this year to start construction on the road next year.

Clerk’s Report: Lynn requested buying the computer she currently has. The board approved giving the computer to Lynn as a going away present as the board felt a new computer was needed to be updated at this time anyway.

Chairman’s Report: Nothing new to report.

Treasurer’s Report: A copy of the Treasurer’s Report is attached.

Next Meeting: The next meeting date is May 11, 2021 The statutory Annual Meeting will be held on Tuesday, April 20, 2021 at 7:00 p.m and there will be a special meeting following the Annual meeting to discuss equipment.

Approval of Bills: Nyara made a motion to approve the bills as presented, seconded by Nohl. Motion carried.

Motion was made to go into closed session: Nyara made a motion, seconded by Bretting. Motion Carried

Motion was made to go out of closed session by Bretting, seconded by Nyara. Motion Carried

Adjournment: There being no further business to conduct, the meeting adjourned at 8:55 p.m.
