Call To Order: The meeting was called to order by Chairman Pocernich at 7:00 p.m.

Verification of Posting and Publishing: Divine confirmed it was posted and sent for publication.

Approval of Previous Month’s Minutes: Bretting made a motion to dispense with reading the August 11, 2020 Minutes, seconded by Nyara. Motion carried.

OLD BUSINESS

Comprehensive Plan Update: Nohl reported that the commission will meet on September 10th for its quarterly meeting. He brought up the Bono Creek kayaking situation that will be discussed further in New Business.

Grant Updates: Joan Whitman spoke with Paul Johanik regarding applying for a TRIP or TRID grant for Cozy Corner Road. He stated that an engineer will be needed for any projects over $65,000. Bretting will do some research on that. He said there needs to a Town Board contact and John Nyara said he will be that person. We will also need an improvement plan and traffic count. John Buvala is providing the board with seasonal aerial photos taken by his drone. Some form of legal description or identification of the part of the road being worked on will need to be provided also. Pocernich, Nyara and Whitman agreed to meet the next day at 7:00 a.m. at the town hall. The application will be submitted in 2021.

NEW BUSINESS:

Public Input: None.

Ordinance to the Regulation, Operation, Rental and Use of Non-motoried Vessels: Bretting gave a synopsis of a man who is operating a kayak business in Washburn and meeting them at the Bono Creek boat landing site to launch the Kayaks. The parking lot is being blocked for other people to use the site to launch their boats, etc. He has done this in the City of Washburn also, and the City Council finally created an ordinance to stop his operation there. Since the WI Department of Transportation owns the land at Bono Creek, we cannot create this type of ordinance.

Public Nuisance Ordinance: Since we cannot create an Ordinance regulating the regulation, operation, rental and use of non-motorized vessels, the Board is looking at creating a public nuisance ordinance. More research is needed and this item was tabled until the October meeting.

Review and Approval of Updated and Amended Agreement for Bay Area Solid Waste District: Pocernich informed the board that the Bay Area Solid Waste District recently reviewed, updated and amended the Agreement for the district. All five municipal boards are reviewing the changes and signing their approval. Most of the changes were grammatical, i.e., Chairperson being used instead of Chairman or Chairwoman, etc. There was also language changed so that the district can have a less strict auditing of the finances since there is dual control between the Clerk/Treasurer and the CPA reviewing the books. Another change was allowing for an outside person to be the Clerk/Treasurer if no Chairperson wants the position during any given term. Bretting made a motion to approve the updated and amended changes to the Bay Area Solid Waste District, seconded by Nyara. Motion carried.

Renewal of Fire and Ambulance Service Contract: The board reviewed the renewal contract. After some discussion, Nyara made a motion to approve the contract for fire protection and emergency medical services for the years 2021 through 2025, seconded by Bretting. Motion carried.

Snowplowing: Sanders will be mailing the contract out by September 15th. They are sent to those who had service last year and any new property owners. There were no changes to the rates or verbiage.

Road Foreman’s Report and Discussion of Road Inspection: Things are going well. There has been a lot of grading in the Barrens. Received six loads of rock for FR 431. The grader should be here next week. An ad will placed in the Press for salt/sand bids.

Clerk’s Report: Nothing new to report.

Chairman’s Report: Nothing new to report.

Treasurer’s Report: A copy of the Treasurer’s Report is attached. Once the grader is delivered and an invoice received, we can proceed with the financing.

Next Meeting: The next meeting date is October 13th at 7:00 p.m.

Monthly Bills: Bretting made a motion to accept and approve the monthly bills as presented, seconded by Nyara. Motion carried.

Adjournment: There being no further business to conduct, the meeting adjourned at 8:45 p.m.
