Members of the Public Present:

Call To Order: The meeting was called to order by Chairman Pocernich at 7:00 p.m.

Verification of Posting and Publishing: Divine confirmed it was posted and sent for publication. Divine informed the board that meeting notices will no longer be published free of charge. It was decided that we will no longer publish the meeting notice as it is not required for a municipality with our population.

Approval of Previous Month’s Minutes: Bretting made a motion to dispense with reading the September 8, 2020 Minutes, seconded by Nyara. Motion carried.

OLD BUSINESS

Comprehensive Plan Update: Nyara stated that the commission met on October 12th to review a Class A Special Use Permit for Craig Vernon. The request was for putting an addition on an existing building. The addition would be for a bedroom, bathroom and office. The commission recommended that the request be approved.

Grant Updates: Nothing new to report.

Snowplowing: Sanders indicated that, to-date, there are 60 returned contracts.

NEW BUSINESS:

Public Input: None.

Class A Special Use Permit: The board reviewed a Class A Special Use Permit application from Craig Vernon. The request is for placing an addition of a bedroom, bathroom and office on an existing home located on Cherryville Road. The reason for the permit request is because the land is located on property that is zoned Ag1. Bretting made a motion to approve the Class A Special Use Permit for Craig Vernon as presented, seconded by Nyara. Motion carried.

Salt/Sand Bids: One bid was received from Bob Olson & Company. The bid was for submitted at the price of $24.10 per ton. Nyara made a motion to accept the bid received from Bob Olson & Company in the amount of $24.10/ton, seconded by Bretting. Motion carried.

Financing for Grader: After some discussion, Nyara made a motion to cash in both CD’s, one now and one as it reaches maturity, and to use cash-on-hand to pay for the new grader, seconded by Bretting. Motion carried.

Cost-Share Paving of Sannes Road: Barbara Anich approached the town to request to cost-share paving Sannes Road. The Town’s approximate cost will be $2,300. Pocernich made a motion to cost-share the paving of Sannes Road with Barbara Anich, seconded by Bretting. Motion carried.

Cost-Share Paving of Pierce Road: The Board has been approached about cost-sharing the paving of Pierce Road with Richard Vernon. A final cost has not been received and it is probable that paving could not be done until 2021. Due to these facts, this item is tabled until further information is obtained.

Public Nuisance Ordinance: Tabled.

Road Foreman’s Report and Discussion of Road Inspection: Lucius stated that everything is set for the winter months. New tires will be put on the one-ton pickup. The grader radio system is being set-up.

Clerk’s Report: Very busy with the up-coming election. A budget workshop was set up for October 21st at 6:00 p.m.

Chairman’s Report: Nothing new to report.

Treasurer’s Report: A copy of the Treasurer’s Report is attached.

Next Meeting: The next meeting date is November 10th at 6:00 p.m. The budget hearing and Special Town Meeting will be held at 5:30 p.m.

Monthly Bills: Nyara made a motion to accept and approve the monthly bills as presented, seconded by Bretting. Motion carried.

Adjournment: There being no further business to conduct, the meeting adjourned at 8:05 p.m.
