Call To Order: The meeting was called to order by Chairman Pocernich at 7:00 p.m.
Verification of Posting and Publishing: Divine indicated that it was posted. Pocernich verified that it was published.
Approval of Previous Month’s Minutes: Bretting made a motion to dispense with reading the September 12, 2017, Minutes, seconded by Nyara. Motion carried.
OLD BUSINESS
Update on US Fish & Wildlife Activities: Mlynarek was not present at the meeting. A copy of an email update is attached.
Comprehensive Plan Update: Nyara indicated that the Commission met on Monday, October 9th to review a request to change the Future Land Use Map for a Town of Barksdale parcel to Municipal and to review a request to have the Town Hall and Town Garage parcels rezoned to Municipal. Had some preliminary discussions regarding the Town’s position on homeless shelters and other public businesses.
Grant Updates: Nothing new to report.
NEW BUSINESS:
Public Input: Maria Tyler voiced her positive approval of having a homeless shelter at the former Ondossagon School and expressed her hope that the Town Board will work positively toward that endeavor. The Board thanked her for her comments.
Ondossagon Road Project: Jim Solberg was absent for this month. Contractual changes are still being worked on. Payment on Draw #4 will be made with this meeting’s monthly expenses.
Request for Public Hearing: As indicated in the notes for the Comprehensive Plan Update in Old Business, Pocernich made a motion to set up a Public Hearing to recommend a change to the Town of Barksdale Comprehensive Plan Future Land Use Map, changing the Town Shop parcel from Agriculture to Municipal, seconded by Bretting. Motion carried. Divine will send the Public Notice to the Daily Press. The Public Hearing will be held on Tuesday, November 14, 2017, at 6:00 p.m.
Salt/Sand Bids: Two bids were received:
KV Tech $19.60/ton (10% mix) & $16.80/ton (5% mix)
Bob Olson & Co. $15.50/ton
Nyara made a motion to accept the bid for salt/sand from Bob Olson & Co. at $15.50/ton, seconded by Bretting. Motion carried. Lucius will inform Bob Olson and Divine will write to KV Tech.
Road Foreman Report: Road signs are up for the closure of Ondossagon Road. Vehicles are ready for winter. Grading and brushing work has been done. Northwoods Paving will pave the curve on Cherryville later this week.
Clerk’s Report: Divine indicated that there will be a training workshop for elections held at the County EOC in October. Jayson Nohl; Larry Chase and Divine will attend. This certifies the officers for another two years.
Chairman’s Report: Nothing new to report.
Treasurer’s Report: A copy of the Treasurer’s Report is attached. The Board reviewed a proposal from Northern State Bank to rewrite the loan with interest payments only until the Ondossagon Road project is completed. A Special Meeting was set up for Monday, October 23rd at 7:00 p.m. It will be held in conjunction with the annual budget workshop.
Next Meeting: The next meeting will be held on Tuesday, November 14, 2017 at 7:00 p.m.
Monthly Bills: Nyara made a motion to accept and approve the monthly bills as presented, seconded by Bretting. Motion carried.
Adjournment: There being no further business to conduct, the meeting adjourned at 8:45 p.m.
