Present: Dennis Pocernich, John Nyara; Chris Bretting; Lynn Divine; Susan Sanders

Absent: None.

Other’s Present: David Lucius, Mike Mlynarek, US Fish & Wildlife; Travis Tolowitzky, Bayfield County Land Conservation Department; Susan Jacobson and Jayson Nohl, Comprehensive Plan Commission

Members of the Public Present: Dale Johnston; Arlene Tosch

Call To Order: The meeting was called to order by Chairman Pocernich at 7:00 p.m.

Verification of Posting and Publishing: Divine indicated that it was posted, Pocernich verified that it was published in the Ashland Daily Press

Approval of Previous Month’s Minutes: Bretting made a motion to dispense with reading the March 14, 2017, Minutes, seconded by Nyara. Motion carried.

OLD BUSINESS

Update on US Fish & Wildlife Activities:

Comprehensive Plan Update: The Commission met to review three permit requests. There were two requests for shoreline restoration for Daniel Murphy and Paul Bretting. The other was for a request from Adrien Cady to designate his parcel as having multiple residential dwellings. The commission recommended approval of all three requests.

Grant Updates: Nothing new to report.

NEW BUSINESS:

Public Input: None

Whittlesey Creek Restoration at Cherryville and Ondossagon: Travis Tulowitzky reported that everything has been planned and he is ready to proceed with the paperwork. He believes the bidding process will not have to be met as the cost of the project falls below the required amount. The project permits must be applied for soon. Approval has been received from David Wickstrom, but approval from Paul and Christine Beeksma is holding up the process. Bretting will call the Beeksmas and set up a meeting to review the project. Another item that will have to be addressed with Xcel Energy is the power pole in that area. Nyara made a motion to proceed with restoration of Whittlesey Creek on the property belonging to Paul and Christine Beeksma and David Wickstrom, seconded by Bretting. Motion carried.

Final Plans for Ondossagon Road Project: Phil Kriesel presented the final plans for the road project before it gets set to be placed for bids. The schedule has a changed a bit due to getting the permitting process underway with the DNR. A fee for the Notice of Disturbance is due tomorrow. Divine will set things up and make the payment.

It was requested to have the bids for culvert placement to have options for both concrete and poly-coated. Bretting made a motion to accept the final changes as presented and to put out the bid for the construction project, seconded by Nyara. Motion carried.

Class B Permit Request to Have Two Dwellings on One Parcel: A permit request was received from Adrien Cady to approve multiple dwellings on one parcel of land. Adrien has begun living in the garage/home next to the rental house on his property. He is officially asking for approval to maintain two residential dwellings on the parcel. Bretting made a motion to approve the permit request for Adrien Cady to allow two dwellings on one parcel of land, seconded by Nyara. Motion carried.

Two Class A Special Use Permits for Lakeshore Restoration: Two Class A Special Use Permits were received for lakeshore restoration. One was from Paul Bretting and the second was from Daniel Murphy. After reviewing the request packets, Nyara made a motion to approve the Class A Special Use Permits for lakeshore restoration from Paul Bretting and Daniel Murphy as presented. Pocernich seconded the motion. Motion carried.

2017 Gravel Bids: Divine will place an ad soliciting bids for 2017 gravel. The bid will be identical to that of 2016. Bids will be due by 7:00 p.m., May 9, 2017.

Renewal of CD’s: Nyara made a motion to have Sanders will look into renewing the two existing CD’s, seconded by Bretting. Motion carried.

Road Crew Report: There was discussion regarding filling the large holes that are surfacing on various roads in the town. Cold mix will be ordered and the most dangerous holes will be filled for the safety of the land owners.

Clerk’s Report: Nothing new to report.

Chairman’s Report: Nothing new to report.

Executive Session: At 8:30 p.m. Pocernich adjourned the regular meeting to go into Executive Session to discuss 2017 wages for the Road Foreman. At 9:00 p.m., the regular meeting was reconvened.

Treasurer’s Report: Sanders provided the monthly report. A copy is attached to these Minutes. She also informed everyone that loan documents can be ready very quickly once we are ready to proceed with the Ondossagon Road project.

Next Meeting: The next meeting will be held on Tuesday, May 9, 2017, at 7:00 p.m.

Expenditures: The expenditures were reviewed and checks approved and signed. Pocernich made a motion to accept the expenditures as presented, seconded by Bretting. Motion carried.

Adjournment: There being no further business to discuss, the meeting adjourned at 9:30 p.m.
