Absent: None.

Other’s Present: David Lucius, Road Crew; Mike Mlynarek, U. S. Fish & Wildlife

Members of the Public Present: Dave Maki; Tom Sanders; John Milloy; Susan Jacobson; Jayson Nohl and Pat Boerboon

Call To Order: The meeting was called to order by Chairman Pocernich at 7:00 p.m.

Verification of Posting and Publishing: Pocernich verified that the meeting notice was published. Divine verified that the meeting notice was posted.

Approval of Previous Month’s Minutes: Bretting made a motion to dispense with reading the August 9, 2016, Minutes, seconded by Nyara. Motion carried.

OLD BUSINESS

Update on US Fish & Wildlife Activities: Mike informed those present that the US Fish & Wildlife are conducting their annual fish surveys for Whittlesey Creek and the Iron River. The fish populations have increased. Some fish seen are Brook Trout, Browns and some Coho. His supervisor will be here next week for a board meeting.

Comprehensive Plan Update: Jacobson said the commission met last night to go over the permit request from Jon and Shari Vinje. They will also meet on October 10th to discuss a resolution regarding the town’s position on having CAFOs in the future.

Ondossagon Road Update: Nothing new to report.

Snowplowing: Sanders said 84 applications will be going out in the mail. There will also be an ad in the Daily Press on Friday and Saturday.

NEW BUSINESS

Public Input: There was no public input.

Class A Special Use Permit: An application for a Class A Special Use Permit was received by Jon and Shari Vinje to allow their cabin property to be a single unit vacation rental. The property was permitted for this use in the past, but since it has been over 36 months without that classificaton, a new permit is required. Bretting made a motion to approve the Class A Special Use Permit for Jon and Shari Vinje to operate their cabin home as a single unit vacation rental, seconded by Nyara. Motion carried.

Issuance of Combination Class B Liquor License: The Combination Class B Liquor License that was granted at the August 9, 2016, monthly meeting to Scott and Ann Kranz, is now able to be issued to them. The construction is complete and an address has been obtained. Nyara made a motion to approve the issuance of a Combination Class B Liquor License to Scott and Ann Kranz for the establishment known as Sparky’s, seconded by Nyara. Motion carried. Divine will prepare and deliver the license.

Issuance of Operators (Servers) Licenses: Applications for Server (Operator) Licenses for the Town of Barksdale have been received by Ann Kranz, Scott Kranz, Sarah Majetich and Shaelyn Hilton. Bretting made a motion to approve Operator Licenses for Ann Kranz, Scott Kranz, Sarah Majetich and Shaelyn Hilton, seconded by Nyara. Motion carried.

Salt/Sand Needs: After some discussion, the board requested Divine to place an ad in the Ashland Daily Press for 350 tons of 10% salt/sand to be delivered to the town garage site. The bid will include that any additional salt/sand needed during the 2016/2017 winter season, will be obtained at the same prices as the original bid. Bids are due by 7:00 p.m. October 11, 2016.

Obtaining a Lender for the Ondossagon Road Project: Sanders will contact multiple institutions to see what they have to offer for financing the project.

Terms of Comprehensive Plan Commission: After some discussion of how the terms are handled at present versus how they should be handled with staggered terms, it was decided to leave the process as it is.

Road Crew Report: Lucius indicated that he and Sanders are doing the final mowing and grading for the season. Will check on what plow blades will be needed. Things are going well.

Clerk’s Report: Divine stated that the holes for the Bono Creek project will be dug tomorrow. Pocernich said there would be concrete available to fill the holes.

Chairman’s Report: The annual picnic was a success. There will be a transportion meeting at the Great Lakes Visitor Center on the 29th. It is sponsored by Wisconsin Towns Association and it is asked that there be representation by both the county and the municipalities.

Treasurer’s Report: Sanders provided the monthly report. A copy is attached to these Minutes. We will hold off paying off the equipment loan until it is known how much will be needed for the asphalt and striping for the year.

Next Meeting: The next meeting will be held on Tuesday, October 11, 2016, at 7:00 p.m.

Expenditures: The expenditures were reviewed and checks approved and signed. Pocernich made a motion to accept the expenditures as presented, seconded by Bretting. Motion carried.

Adjournment: There being no further business to discuss, the meeting adjourned at 8:42 p.m.
