Present: Dennis Pocernich, John Nyara; Chris Bretting; Lynn Divine; Susan Sanders

Absent: None.

Other’s Present: David Lucius, Phil Kriesel of MSA Professional Services; Joan Whitman, Grant Associates

Members of the Public Present: Dave Maki; Tom Sanders; John Milloy; Mary Lara; Susan Jacobson; Jayson Nohl and Abigail Klema

Call To Order: The meeting was called to order by Chairman Pocernich at 7:00 p.m.

Verification of Posting and Publishing: Pocernich verified that the meeting notice was published. Divine indicated that it was not published in the Daily Press.

Approval of Previous Month’s Minutes: Bretting made a motion to dispense with reading the September 13, 2016, Minutes, seconded by Nyara. Motion carried.

OLD BUSINESS

Update on US Fish & Wildlife Activities: Mike Mlynarek was on vacation.

Comprehensive Plan Update: Jacobson said the commission met last night to go over the zoning change request from Jamie and Abigail Klema and the proposed Comprehensive Plan amendment regarding CAFO’s in the Town. The next regularly scheduled meeting is Monday, December 12, 2016 at 6:00 p.m. Nyara indicated that the commission unanimously agreed on having a memorial put in place at the Bono Creek area in memory of Bob Divine, who did most of the work on that project. Pocernich appointed Lynn Divine to replace Bob on the commission.

Ondossagon Road Update: Phil Kriesel from MSA and Joan Whitman from Grant Associates were present for updates. MSA has begun surveying and doing soil borings. It was decided that a formal contract will be prepared for the November meeting. Joan has received mixed messages on whether we can keep the TRID grant funds if we are also offered funding through the FLAP Grants (Federal forest grants). She and Phil have been given different opinions, Phil from past experience with projects and Joan from representatives for the National Forest versus information provided by the Bayfield County Highway Commissioner, Tom Toepfer. Clarification will be made before the next meeting.

NEW BUSINESS

Public Input: There was no public input.

Snowplowing: Sanders indicated that 55 applications have been received to-date The amount of revenue taken in so far is $8,350. Applications are due by October 15th.

Hearing to Amend the Comprehensive Plan and Land Use Map: The Comprehensive Plan Commission has recommended a Public Hearing to address the issue of CAFO’s (Concentrated Animal Feeding Operations) within the town. Bretting made a motion to schedule a Public Hearing regarding amendments to the Comprehensive Plan and Land Use Map regarding Concentrated Animal Feeding Operations, seconded by Nyara. Motion carried. A public hearing will be scheduled for Tuesday, November 15, 2016.

Hearing to Amend the Comprehensive Plan Land Use Map. The Comprehensive Plan Commission has recommended a Public Hearing to consider rezoning two parcels of land owned by Jamie and Abigail Klema from Residential to Agricultural. Abigail was present to discuss the usage of their land. They have been raising llamas, ducks and chickens; with a current total of 20 adult llamas and 4 babies. There are also several chickens and ducks that they raise for the eggs. It is their goal to eventually open a store on the property to sell products from the various animals they raise. Nyara made a motion to schedule a public hearing to consider rezoning Jamie and Abigail Klema’s parcels located on Engoe Road and St. Hwy 13 from Residential to Agricultural, seconded by Bretting. Motion carried. A public hearing will be schedule for Tuesday, November 15, 2016.

Salt/Sand Bids: Three bids were received for salt/sand. They are:

Bob Olson & Company $16.50/ton (good for the entire season)

K V Tech $18.59/ton (good for the entire season)

South Shore Sand & Gravel $21.50/ton (price good until there is a change in salt prices)

Nyara made a motion to accept the bid from Bob Olson & Company in the amount of $16.50/ton, seconded by Bretting. Motion carried. Lucius will contact Bob Olson and Divine will write to K V Tech and South Shore Sand & Gravel.

Replacement of Town Hall Roof: Lucius will get quotes from Sorenson and Bodin regarding the cost to replace the roof.

Financing for the Ondossagon Road Project: Sanders indicated that Associated Appraisals in not interested in financing the project. Security State Bank has requested Financial Statements for the past three years, so that is still pending. Northern State Bank, Bremer and Chippewa Valley Banks are also interested in financing the project.

Road Crew Report: Lucius indicated at the V-Plow has arrived. Security cameras will be installed at the dump site to see who is leaving garbage outside of the Saturday hours. Gravel will be placed on Wannabo and Cherryville where the recent work has been done. The final mowing has been done in the town and in the barrens. Striping still needs to be done.

Clerk’s Report: Divine reminded everyone that the General Election will be on November 8th. There are many requests for absentee ballots. The budget can now be worked on. A workshop was scheduled for Monday, October, 17th at 6:00 p.m.

Chairman’s Report: Pocernich attended a “Just Fix It” meeting. He did not feel it was very worthwhile.

Treasurer’s Report: Sanders provided the monthly report. A copy is attached to these Minutes.

Next Meeting: The next meeting will be held on Tuesday, November 8, 2016, at 7:00 p.m. in the basement of the Town Hall, due to the election.

Expenditures: The expenditures were reviewed and checks approved and signed. Nyara made a motion to accept the expenditures as presented, seconded by Bretting. Motion carried.

Adjournment: There being no further business to discuss, the meeting adjourned at 8:50 p.m.
