Town of Barksdale Board Meeting

Date: Tuesday, November 8, 2016 at 7:00 p.m.

Present: Dennis Pocernich, John Nyara; Chris Bretting; Lynn Divine; Susan Sanders

Absent: None.

Other’s Present: David Lucius, Phil Kriesel and Jim Bollmann of MSA Professional Services

Members of the Public Present: Dave Maki; Tom Sanders; James Pagac and John Hauk

Call To Order: The meeting was called to order by Chairman Pocernich at 7:00 p.m.

Verification of Posting and Publishing: Pocernich verified that the meeting notice was published. Divine indicated that it was posted.

Approval of Previous Month’s Minutes: Bretting made a motion to dispense with reading the October 11, 2016, Minutes, seconded by Nyara. Motion carried.

OLD BUSINESS

Update on US Fish & Wildlife Activities: Mike Mlynarek informed everyone that his immediate supervisor, Tom Kerr, will be taking on a new position with the wildlife service. The New Richmond district will be seeking a new Assistant Manager, but he does not see that happening until late winter.

They are now working without an approved budget. The continuing resolution they are operating on will expire on December 10th.

Mike will be getting with Ben to discuss the bridge by Beeksmas. This bridge must be addressed as more and more deterioration is happening to the banks. There was some question as to whether Xcel Energy should be notified of the situation. Sanders will check into it.

There have been no further break-ins at the Coaster Classroom site.

Comprehensive Plan Update: There was nothing new to discuss.

Ondossagon Road Update: Nothing new to report.

NEW BUSINESS

Public Input: James Pagac and John Hauk were present to discuss the process needed for James to obtain a permit to run a home-based business and then rent out space to John to run an automotive repair business. Pocernich informed him that he would have to apply at the county and they would forward the request to the Town Clerk. The Clerk will then forward the request to the Chairman and Secretary of the Comprehensive Plan Commission. They will hold a meeting to review the request and then make a recommendation to the Town Board to accept or deny the request. Mr. Pagac intends to go ahead with the process.

Contrat for Ondossagon Road Project (MSA): Jim Bollmann and Phil Kriesel were present to go over a tentative contract with MSA for the Ondossagon Road Project. It was broken down into two phases; phase one being the field work necessary for the project and phase two being the nuts and bolts of the project. Bretting will have the Town’s attorney, Craig Haukaas, review the contract before signing it. If everything is in order, the Board will go ahead and sign the contract

Road Crew Report: Lucius indicated that everything is ready for winter.

Clerk’s Report: Nothing new to report.

Chairman’s Report: Nothing new to report.

Treasurer’s Report: Sanders provided the monthly report. A copy is attached to these Minutes.

Next Meeting: The next meeting will be held on Tuesday, December 13, 2016, at 7:00 p.m

Expenditures: The expenditures were reviewed and checks approved and signed. Nyara made a motion to accept the expenditures as presented, seconded by Pocernich. Motion carried.

Adjournment: There being no further business to discuss, the meeting adjourned at 9:30 p.m.
