Absent: None

Other’s Present: Mike Mlynarek, U. S. Fish & Wildlife Service; Duane Garz, Road Crew

Members of the Public Present: David Maki, John Milloy; Bob Divine

Call To Order: The meeting was called to order by Chairman Pocernich at 7:00 p.m.

Verification of Posting and Publishing: Pocernich verified that the meeting notice was posted and published.

Approval of Previous Month’s Minutes: Nyara made a motion to dispense with reading the August 11, 2015, Minutes, seconded by Bretting. Motion carried.

OLD BUSINESS

Update on US Fish & Wildlife Activities: Mlynarek indicated that the Wickstrom Bridge is coming along very well. Everything that needs to be done by the permitting deadline of September 15th should be done. The north abutment wall is completed and the south wall will be started tomorrow. The work done so far has proven the challenging soil conditions in the creek. The bridge will be a pin dowel laminated deck system with panes 8’ wide pinned together. The culvert for the road will be pulled out and replaced.

Comprehensive Plan Update: The Commission met on September 7th. Dave Maki informed those present that Pocernich talked to the members of the Commission regarding CAFOs. The group felt they are now better informed about the issue. There were no permit requests. The next scheduled meeting is December 7, 2015, at 6:00 p.m.

Ondossagon Road Update: Joan Whitman sent an e-mail updating everyone on the grant progress. A copy of that update is attached.

NEW BUSINESS

Public Input: There was no public input.

Walking/Biking Trail: Nate Swiston was present to request permission from the Town to allow bikers and walkers to designate Lake Shore Drive as part of a trail being created by the North

North Coast Cycling Association. A letter describing this request is attached. There was discussion held regarding the pros and cons of making such a designation. Bretting made a motion to allow Lake Shore Drive to be a multi-use trail on a one-year trial basis, with signs to be posted at designated areas, seconded by Nyara. Motion carried. Garz will order the necessary signs. The trial period will start September 9, 2015 and end on December 31, 2016.

Renewal of Fire and Ambulance Service: Divine presented the Board with a renewal contract for fire and EMS services with the City of Washburn. The contract will begin January 1, 2016, and expire on December 31, 2020. Bretting made a motion to enter into a renewal contract for fire and EMS services with the City of Washburn with a base rate for 2016 of $50,345.36, and to agree to the terms of said contract as presented. The motion was seconded by Nyara. Motion carried.

Server’s License: An application for an Operator’s License was received by John Moore to allow him to be a server at Topside Tavern. The required course was taken and the fee of $5.00 was received. Bretting made a motion to approve an Operator’s License for John Moore for Topside Tavern, seconded by Nyara. Motion carried.

Snowplowing: Bretting made a motion to provide snow plowing for the land owners of the town, keeping the base rates the same as last year, with no additional fees or a limit on the number of times plowed; and that plowing will be done at the discretion of the town road foremen. The motion was seconded by Nyara. Pocernich opposed; Nyara and Bretting approved and the motion carried.

Appointment of Comprehensive Plan Members: This item was tabled until the October meeting.

Road Crew Report: Garz requested and was allowed to order a new culvert for Wickstrom Road. He indicated that a patch is needed at the intersection of Wedal Road and Ondossagon Road. He will see what Angelo Lupino’s crew would charge for the patch. Garz also indicated that people are leaving garbage out at the dumpster area. Pocernich will talk to Bruce Hokenson about it. Perhaps a camera could be placed in the vicinity to show who is leaving the trash. Nyara will contact Tom Sarver regarding the work still needing to be done in the pole barn. The ad for salt/sand bids will be placed in the paper with a deadline of :00 p.m., October 13th.

Clerk’s Report: Divine went over last minute items for the annual picnic, scheduled for September 12th.

Chairman’s Report: Nothing new to report.

Treasurer’s Report: Sanders provided the monthly report. A copy is included in these Minutes. The second annual loan payment is due by October 1st.

Next Meeting: The next meeting will be held on Tuesday, October 13, 2015, at 7:00 p.m.

Expenditures: The expenditures were reviewed and checks approved and signed. Pocernich made a motion to accept the expenditures as presented, seconded by Nyara. Motion carried.

Adjournment: There being no further business to discuss, the meeting adjourned at 8:30 p.m.
