Other’s Present: Mike Mlynarek, U. S. Fish & Wildlife Service; Duane Garz, Road Crew

Members of the Public Present: Susan Jacobson, David Lucius, Arlene Tosch,David Maki, Bob Divine

Call To Order: The meeting was called to order by Chairman Pocernich at 7:00 p.m.

Verification of Posting and Publishing: Pocernich verified that the meeting notice was published. Divine verified that the meeting notice was posted.

Approval of Previous Month’s Minutes: Bretting made a motion to dispense with reading the September 8, 2015, Minutes, seconded by Nyara. Motion carried.

OLD BUSINESS

Update on US Fish & Wildlife Activities: Mlynarek indicated that the Wickstrom Road bridge kit should be coming sometime later this week. Due to the nice weather we’ve been having, Scott Sandor and his crew are busy trying to get concrete work done on the hospital and fire station projects. He anticipates the install will happen the week of September 26th.

The next project he would like to work on is the slump in the bank by the bridge next to Paul Beeksma’s home. Part of the project will affect private land, so the cooperation of the Beeksmas and Wickstroms will need to be worked on.

Mlynarek learned recently, that he will have funding for a youth conservation corps for 2016.

Comprehensive Plan Update: Jacobson indicated that things are quiet at the present time. The next meeting will be on December 7, 2015, at 6:00 p.m. The commission will continue to discuss CAFOs.

Ondossagon Road Update: Joan Whitman is going to submit both a TRID and TRIP grant application to the Bayfield County Highway Department. Tom Toepfer will review them for her prior to submission. Divine will send a copy of the Resolution prioritizing the Ondossagon Road within the Comprehensive Plan.

Pocernich mentioned that the LRIP committee that selects who will receive TRIP monies has put the Ondossagon Road as a priorty and may apply all funds to the Town of Barksdale for 2016.

Snowplowing Update: Sanders indicated that 84 contracts have been sent out and 16 have been returned.

NEW BUSINESS

Public Input: There was no public input.

Salt/Sand Bids: Three bids were received for salt/sand. They are:

Bob Olson & Company $19.35/ton

Iron River Sand & Gravel $21.34/ton

South Shore Sand & Gravel $21.50/ton

Nyara made a motion to accept the salt/sand bid submitted by Bob Olson & Company at the rate of $19.35/ton, seconded by Bretting. Motion carried. Pocernich telephone Bob Olson to let him know he was the accepted bidder. During the call, Olson agreed to deliver the salt/sand on Monday through Friday and not on the weekends. He also agreed to deliver additional salt/sand, if needed, at the accepted rate of $19.35/ton. Divine will notify the other bidders regarding the results of the bidding.

Operator’s License: An application for an Operator’s License was received by Lynn Leino to become an alcohol server at Topside Tavern. A certificate stating that she has successfully completed the alcohol servers course was presented and she paid the required $5.00 application fee. Pocernich made a motion to approve an Operator’s License for Lynn Leino to become a server at Topside Tavern, seconded by Nyara. Motion carried.

Culvert on Engoe Road: Pocernich contacted Bruce Hokenson, Chairman for the Town of Washburn, regarding a failed culvert on Engo Road near the George and Georgia Hogg residence. This culvert is shared by both municipalities. Hokenson was in agreement to have the culvert replaced, and the Town of Barksdale will submit an invoice to the Town of Washburn for their portion of the cost.

Appointment of Comprehensive Plan Members: Pocernich appointed Susan Jacobson and Joyn Nyara renewed membership of the Comprehensive Plan Commission. They will fill their respective positions for another term.

Road Crew Report: Garz stated that he has received the bike route signs for Lake Shore Drive. There had been some problems with the dump truck, but Duane took care of that. He also stated that people are still leaving garbage by the recycling area. Pocernich said he brought it up at the committee’s meeting, but he doesn’t know what will be done about it. The new truck is still down in Marshfield and work was to begin on it one day ago.

Clerk’s Report: Nothing new to report.

Chairman’s Report: Nothing new to report.

Treasurer’s Report: Sanders provided the monthly report. A copy is included in these Minutes.

Next Meeting: The next meeting will be held on Monday, November 9, 2015, at 7:00 p.m.

Expenditures: The expenditures were reviewed and checks approved and signed. Bretting made a motion to accept the expenditures as presented, seconded by Nyara. Motion carried.

Adjournment: There being no further business to discuss, the meeting adjourned at 8:40 p.m.
