Town of Barksdale Board Meeting

Absent: None

Other’s Present: Mike Mlynarek, U. S. Fish & Wildlife Service; Duane Garz, Road Crew

Members of the Public Present: Bob Divine, Jayson Nohl; Pat Boerboon

Call To Order: The meeting was called to order by Chairman Pocernich at 7:00 p.m.

Verification of Posting and Publishing: Divine verified that the meeting notice was posted. Pocernich verified that the notice was published.

Approval of Previous Month’s Minutes: Bretting made a motion to dispense with reading the January 13, 2015, Minutes, seconded by Nyara. Motion carried.

Snowplowing: Remove for March meeting.

OLD BUSINESS

Update on US Fish & Wildlife Activities: Mike Mlynarek indicated that the comprehensive plan is in its final stages and will be available to the public soon. There will be a meeting for public comment held on Tuesday, March 31, 2015 at the Northern Great Lakes Visitor Center from 2:00 to 8:00 p.m. He encouraged everyone to review the document and attend the meeting.

Two positions have recently been posted for a YCC Crew Leader and a biological assistant to Mike. Both positions require that the applicant be a student of two years with intentions of continuing their studies next year. There will also be a work study position to a student from Northland College. It helps give the student a sense of what working in the field is all about.

Mike, John Nyara and Duane met with Bill Kurtz. He assured them that they are on board for the Wickstrom Road Bridge project.

Comprehensive Plan Update: Divine informed Nohl that a permit request has been received from Jack Martinsen. More information will need to be gathered before it can be presented to the commission. The next meeting is Tuesday, March 10, 2015, at 6:00 p.m.

Ondossagon Road Update: Pocernich received correspondence from Paul Strong of the Chequamegon-Nicolet Forest that they are in support of the Ondossagon Road Project. Funds would be acquired through the Federal Lands Access Program.

NEW BUSINESS

Public Input: None. Bretting mentioned that the Scenic Byway has grant funds available through the Coastal Management Scenic Byway. They are in the process of creating a map that shows the landmarks and places of interest along the Byway. Some points of interest in Barksdale are the walking trails in the Whittlesey Creek Wildlife Refuge, the Bono Creek boat ramp and the Long Bridge area.

New Pickup: Nyara checked into replacing the one-ton with a new pickup. The truck would come from a local dealer and Monroe Trucking would build a box for the bed. This item will remain on the agenda for the next meeting.

Update on CAFO in the Town of Eileen: Pocernich gave a brief update on the CAFO. A group of concerned citizens would like to see a Moratorium placed on the project for further studies. It will be on the Executive Committee Meeting Agenda this Thursday and may be added to the County Board Agenda for the February 18, 2015, meeting.

Road Crew Report: Garz asked if the road limits would be posted for March 1st as in the past. The board indicated that it would.

Garz had concerns regarding possible accidents to the town equipment. He would like to see insurance verification in the vehicles. Divine will check with the insurance carrier to see what can be obtained. She will also see if the insurance company has a preferred protocol for accidents.

Clerk’s Report: Nothing new to report.

Chairman’s Report: Nothing new to report other than the continuing discussions regarding the CAFO at the county level.

Treasurer’s Report: Sanders provided the monthly report. A copy is included in these Minutes.

Next Meeting: The next meeting will be held on Tuesday, March 10, 2015, at 7:00 p.m.

Expenditures: The expenditures were reviewed and checks approved and signed. Pocernich made a motion to accept the expenditures as presented, seconded by Nyara. Motion carried.

Adjournment: There being no further business to discuss, the meeting adjourned at 8:20 p.m.
