given that environmental process needs to develop from some early point to be more than just makeup I would recommend some form of charrette, bringing in the people responsible for structural, hvac, contractors, etc. One of the major problems with environmental embellishment is that it can be cost effective planning at an a priori stage. but becomes a budgetary burden as an afterthought and then it becomes easier for the client and contractors to ignore the excess. Good planning however can reduce construction costs and produce a better quality building.
