Freiburg has the plan to erect the "comfort women" statue. [ link ]
In fact, the statue doesn't symbolize human rights but drags Freiburg into conflict.
-- 1. The statue symbolizes the political assertion and accusation against Japan.
A statue was firstly founded in S.Korea by the organization "Teitaikyou"(정대협). [ link ]
The assertion of "Teitaikyou" is;
- "Comfort women" issue was unprecedented brutal crime systematically committed by Japan as its national policy.
- The issue is not yet settled and Japan should do further apology and reparation.
- "The revival of Japanese militarism and consolidation of Korea-U.S.-Japan alliance are causing storm of wars." [ link ]

-- 2. Japan officially denies the assertion of "Teitaikyou" due to the absence of objective basis.
Japanese government has denied the assertion because no objective/verifiable basis was found. [ link , chapter "Japanese government has denied your description" ]
For example, no one ever disclosed even one concrete incident with date and location identified. No one ever found even one name of killed/disappeared victims.
What Japan acknowledged is only about the rare criminal incidents by lawless soldiers. Japan has already apologized for those.
-- 3. The statue drags Freiburg into the international political controversy and brings conflict to the community.
The planned statue in Freiburg is the symbol of the accusation against Japan by "Teitaikyou".
No matter what idea Freiburg has, people in the world will understand Freiburg blindly believes the single-perspective assertion of "Teitaikyou" and assists their baseless accusation. ( Note that Freiburg didn't yet publicly disclose the basis why Freiburg believed the assertion as fact. ) [ link shows how baseless their accusation is ]
Freiburg will be involved in the political controversy. The community, including Japanese-Germans and Japanese children, will be involved in the conflict such as bullying in classrooms. [ link depicts the similar problem Sydney(Australia) is facing ]
-- 4. Freiburg citizens will not appreciate the decision to erect the statue.
Sooner or later, Freiburg citizens will be aware of what the statue actually symbolizes. They'll come to think the statue as uncomfortable one because Koreans sometimes cite Holocaust in order to compare the "comfort women" issue to that. And Germany has nothing to do with the Japanese "comfort women" issue.
Then, regarding the decision to erect the statue, how can Freiburg municipality take accountability for the citizens, their tax payers ?
