MOTION Young ASEAN Scientists Conference 2019

Science, technology and innovation have been considered the foundation and driving force of national development. Especially in the context of the continuous development of the digital economy and the industrial revolution 4.0, the young scientific force - the object of rapid access to technology is a decisive factor, more and more contributing to the work, build the nation and shape the development of the whole region. The 2019 ASEAN Young Scientists Conference with scientific topics on technology and innovation for ASEAN community held in 2-5 Desember 2019 in Hanoi. The opening ceremony took place at Phenikaa University, Hanoi, Vietnam.

Opportunities young scientists propose solutions to solve challenges

TPO - On December 2, in Hanoi, the Ministry of Science and Technology coordinated with the Central Committee to organize the ASEAN Young Scientists Conference 2019 with the theme "Science, Technology and Innovation for Sustainable ASEAN Community ”. The conference was attended by 140 doctors, young scientists from Vietnam and ASEAN countries.

The ASEAN Young Scientists Conference 2019 is one of the activities to prepare for a series of activities for young people and young intellectuals in 2020 when Vietnam plays the role of ASEAN Chair. This is also an official activity in the mechanism of operation of the Network of Young Southeast Asian Scientists recognized by the ASEAN Science and Technology Commission. At the same time, the actual implementation of the ASEAN Youth Action Plan 2020. Attending the opening ceremony was the First Secretary of the Union, Chairman of the Vietnam Youth Union, Chairman of the National Committee for Vietnamese Youth Nam Le Quoc Phong; Deputy Minister of Science and Technology Le Xuan Dinh; Deputy Secretary-General of ASEAN Kung Phoak.

 Speaking at the opening of the Conference, Mr. Le Quoc Phong - First Secretary of the Central Youth Union, Chairman of the Vietnam Youth Association, Chairman of the National Committee for Vietnamese Youth, said: With the theme " Science, Technology and Innovation for the Sustainable ASEAN Community ”, the Conference aims to provide opportunities for participants to exchange experiences, knowledge, propose innovations and recommendations on science, technology and integration. cooperation in ASEAN contributes to addressing difficulties and challenges in the region and building ASEAN community for sustainable development. The conference is also a bridge between young Vietnamese scientists and prestigious international scientific networks.

Mr. Le Quoc Phong hoped that young scientists from Vietnam and ASEAN participating in the Conference would contribute many ideas and initiatives on ways to strengthen connectivity and cooperation among scientists in the region. area; propose recommendations to set up a young science development fund, an award to honor young scientists in the region, and project programs to further promote science and technology cooperation in ASEAN, contributing to build a united ASEAN community, prosperity and sustainable development.

The conference took place from December 2 to 5, with the participation of 140 doctors, young scientists from Vietnam and ASEAN countries. In particular, 45 young scientists attended the training on the ASEAN Science Leadership Program.

During the plenary session, the speakers listened to the speakers on the Role of Science and Technology in the United Nations Sustainable Development Goals in Viet Nam; Strengthen science and technology cooperation in ASEAN - challenges and opportunities; The role of institutes and universities in realizing the goals of sustainable development.

The symposium took place on: Environmental protection and climate change; Young scientists' recommendations and recommendations for developing science and technology in the ASEAN region.

Hi, I am a fellow of ASEAN Science and Technology 2018/19 specializing in Sustainable Energy issues sponsored by USAID. I was born in 16 August 1975 and raised in Jogjakarta, Indonesia and now I am an assistant professor in renewable energy systems and planning at the Department of Nuclear Engineering and Engineering Physics, Universitas Gadjah Mada. I am a Clean Energy specialist for World Bank on Improving Energy Project Delivery (IEPD) Project at Ministry of Energy and Mineral Resources for National Energy Policy to be implemented throughout local government in Indonesia. I am also an expert resource person in formulating Draft of Local Government Regulation on Renewable Energy for Yogyakarta Province, Indonesia. 

For my fellowship in the ASEAN Science & Technology, I work closely with the Ministry of Research, Technology and Higher Education in the priority area sustainable energy in Indonesia. I am actively involved in the Working Group on Energy Self Sufficient Program for Indonesia within the Institute of Research and Community Services of UGM and an active member of Indonesian Renewable Energy Society. I am involved in the project development of hybrid energy system for outermost island of Marampit, in cooperation with the Ministry of Research and Technology Indonesia. During my term as a fellow ASEAN Science and Technology 2018/19, I conduct study on defining and evaluating National Energy Policy to support Renewable Energy Development in Indonesia and also for the National Villages Electrification Target utilizing Renewable Energy to whole country, namely 2.500 villages electrification program. I work closely with all level of technocrat and bureaucrat on energy sector in Indonesia and ASEAN. There are opportunities for me to meet and discuss with person in charge and also conducting FGD, webcast teleconference, as well as workshop and training in renewable energy related issues, such as with ministry of energy & mineral resources in a ceremony, member of national energy council, director of directorate of new and renewable energy, director of Indonesia Power, director of PLN, Komite Ekonomi dan Industri Nasional, Directorate General of ASEAN Cooperation at Ministry of Foreign Affairs - Republic of Indonesia, ASEAN Center of Energy, etc.

I got the opportunity to discuss Indonesian Renewable Energy Related Issues for 2045, the program presents the research results from previous phase, as well as planning further research collaborations with Australia – Indonesia Center AIC Energy Cluster at Australian National University (ANU) and Monash University. I am a Co-Course Designer and Lecturer on Renewable Energy Technologies and Policy for Australian Government supported Short Course Award Projects in collaboration with Griffith University, Australia, 2018. The event was joined by 28 renewable energy agents in Eastern Indonesia, previously selected from 2,000 applicants. I obtained an opportunity to conduct Visiting Professor for Universidad Carlos III de Madrid, Spain in REDES Electrical Energy Networks and Systems Group through Erasmus+ Program in Spain, 17 – 21 September 2018. I spent one week in the research group on renewable energy utilization for Spain and have discussion on the opportunity of research collaboration as well as disseminate the finding on renewable energy development in Indonesia. 

I am invited as an Expert Resource Person in ASEAN-German Energy Programme (AGEP) : Focus Group Discussion (FGD) on Mapping of Research & Development on Renewable Energy Technologies and Policies in ASEAN, in Singapore, 5-6 December 2018. I am invited to be an instructor for Training on 1,000 Island - Renewable Energy for Electrification Programme (REEP) conducted by GIZ GmbH Deutsche Gesellschaft für Internationale Zusammenarbeit where the participants are professionals from the State owned Electricity Company PLN and staff of the Indonesian Ministry of Energy. Apart from that, I am also involved in intensive discussion with partners from Denmark, UK and US in developing project proposals on utilising renewable energy technologies for Indonesian future islands. 

Due to this vast experience and knowledge on renewable energy and development, The General Elections Commission selected me as an expert panellist for Indonesian Presidential Debate 2019 on energy and environment issues. In this occasion, I had a great opportunity to induce some questions on renewable energy policy issues to be considered by both candidates in ensuring sustainable development for Indonesia. Now working at Universitas Gadjah Mada as Head of Renewable Energy Laboratory, I am hoping to implement Renewable Energy Technologies and Policy more widely in Indonesia. Working with engineering students at the university, I am aiming to employ local residents to construct and maintain the technology as part of local community empowerment.

Dr. Ahmad Agus Setiawan comes from humble origins. He was born in 1975 and raised in Jogjakarta, Indonesia, and now he is an assistant professor in renewable energy systems and planning at the Department of Nuclear and Engineering Physics, Faculty of Engineering, Universitas Gadjah Mada. Currently he is a Clean Energy specialist for the World Bank on Improving Energy Project Delivery (IEPD) Project at Ministry of Energy and Mineral Resources for National Energy Policy to be implemented throughout local government in Indonesia. He is also an expert staff in formulating Draft of Local Government Regulation on Renewable Energy for Yogyakarta Province, Indonesia.

As an ASEAN S&T Fellow, Dr. Setiawan works closely with the Ministry of Research, Technology and Higher Education in the priority area of sustainable energy in Indonesia. He is actively involved in the Working Group on Energy Self Sufficient Program for Indonesia within the Institute of Research and Community Services of UGM and is an active member of Indonesian Renewable Energy Society. Dr. Ahmad Agus Setiawan was the recipient of Habibie Award 2014 in Engineering from The Habibie Center (a foundation owned by former President of Indonesia).

Dr. Ahmad Agus Setiawan’s areas of interest are Renewable Energy Systems and Applications for Sustainable Development. Realising Indonesia is an archipelagic country with more than 17,000 islands with many small & remote islands are lacking of electricity supply, he undertook study focusing on utilising renewable energy resources to generate electricity. He obtained PhD in Renewable Energy Systems from Curtin University, Australia (2009); M.Sc. in Sustainable Energy Engineering from The Royal Institute of Technology, KTH, Sweden (2003) and B.Eng. in Electrical Engineering from Universitas Gadjah Mada (1999), where he is currently teaching at the Department of Engineering Physics.

Dr. Setiawan was selected for his track record of achievements and potential to advance science-based policy-making in ASEAN. Serving as an assistant professor at the Department of Nuclear and Engineering Physics at Gadjah Mada University, Dr. Setiawan is currently contributing to the formulation of a draft government regulation on renewable energy for Yogyakarta Province.

The ASEAN S&T Fellowship provides opportunities for early- and mid-career scientists from ASEAN Member States to apply their knowledge and analytical skills to solving public policy challenges. Fellows are embedded in line ministries or other agencies within their home countries for a year to boost these agencies’ technical capacity to make informed, data-driven policy decisions to address intractable issues facing the region. Fellows will devote their time, knowledge and skills to encourage policymakers to use more science-based approaches in their policy- and decision-making. The Fellowship adheres to the ASEAN Plan of Action on Science, Technology and Innovation 2016-2025 by focusing on its priorities: climate change; sustainable energy; and science, technology, and innovation policy.

Through a competitive application process, Dr. Setiawan was chosen by experts from the ASEAN Secretariat Science and Technology Division, USAID and the U.S. Mission to ASEAN. Following his selection, he joined a group comprised of 16 other fellows from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam. Fellows’ first activity will be an orientation and workshop on June 25-30, 2018, in Jakarta, Indonesia.

ASEAN Foundation selects 17 science and technology fellows

Hanoi, on 19th August 2010, the UEB and the Asia Strategy & Leadership Institute cooperated to organize the 3rd ASEAN Education Forum 2010 entitled “Green Education for Sustainable Development.”

Attending to the forum were over a hundred of delegates from ten countries in ASEAN and Asia who are senior representatives of governmental agencies, legislation organizations, and theoretical and research institutes; leaders of ministries, VNU, universities, associations, enterprises, and press agencies operating in the economic, socio-cultural and educational field in Vietnam and overseas.

It was an honour for the forum to welcome Mr. Nguyen Van Duc, Deputy Minister of Natural Resources and Environment; Assoc. Prof. Dr. Le Bo Linh, Vice Chairman of the National Assembly’s Committee for Science and Technology; Assoc. Prof. Dr. Nguyen Viet Thong, General Secretary of the Central Theoretical Council; Prof. Dr. Mai Trong Nhuan, President of VNU; Prof. Dato Saifuddin Abdulah, Deputy Minister of Education, Malaysia; and Dr. Dato’s Michael Yeoh, Asian Strategy & Leadership Institute.

The 3rd ASEAN Education Forum was to boost partnership between Asian and ASEAN public and private universities and to establish a system of green education towards environmental protection and sustainable development. Today, it is a must for legislation and curricula to be designed toward green education as the global climate change and environmental degradation have impacted more and more seriously on all countries. Therefore, the 3rd Education Forum was an opportunity for policy makers, university managers and enterprise leaders in the ASEAN region to exchange ideas and propose a basis of and to enhance the role of green education for sustainable development and smart reactions against climate change and for an ASEAN green economy.

In the morning, the participants who attended the ministerial level meeting entitled “New Strategy and Policy for Green Education” discussed the following issues:

- Strategy and policy recommendations

- Establishing a common basis of green education for the region; Building competency for ASEAN member countries; looking for new motivations in ASEAN’s system of higher education; and using advantages of green education.

At the university level meeting, the participants who are representatives and leaders of universities exchanged their ideas of “Green Education - A Future Education Model” after they had listened to the presentations by Prof. Mai Trong Nhuan - VNU President, Mr. Nguyen Xuan Ly - President of Founding Council of Star Hue Educational System, Prof. Tan Sri Dato' Dzulkifli Abd Razak-Vice Director of Sains University, Malaysia, and Prof. Dr. Ahmad Agus Setiawan, Gadjah Mada University, Indonesia about:

- Core values

- Ground of green education

- Technology to support green education research and implementation

- Required infrastructures

- Methods that universities can use to support creation of green education

- Several case studies from ASEAN member countries.

In the afternoon, the participants were split into two sessions. In Session 1, the discussion subject was the “Expanding Private Education Sector for Sustainable Development: Motivations, Challenges and Opportunities” and in Session 2 - “The Start of ASEAN Towards Green Education: The Role of Higher Education and Vocational Training.”

In Session 1, Prof. Ediberto C.de Jesus - President, ASEAN Management Institute, Philippines; Prof. Ha Ton Vinh - Director of Stellar Management and Ms. Ton Nu Thi Ninh - President of Tri Viet International University Project gave presentations about:

- Selecting green ideas to boost the development of private education in the educational system. Development of enterprises and implications for private education.

-  Equal opportunity in education for everybody. Is it true if private education is only for talented people?

- Ensuring quality of private education - How can private universities balance between for-profit objectives and quality?

In Session 2, the participants exchanged of “The Start of ASEAN Toward a Green Economy: The Role of Higher Education and Vocational Training” after Assoc. Prof. Dr. Phung Xuan Nha - Rector of UEB, Dang Le Nguyen Vu - Chairman of Board of Director, Trung Nguyen Coffee, and Thai Quang Trung - a representative of Hanns Seidel Fund had presented of:

- International recognition of higher education qualification inside and outside ASEAN

-  The people who have key role in higher education and labor market.

-  Can graduate students start working right after graduation? Can accreditation of higher education narrow gaps between training and application? 

At the end of the day, the participants agreed of the joint declaration of green education.
