Scenario balance considers the design balance, without regard to a game's luck or player balance.
Luck is the side favored by the dice goddess, if any. This considers hot/cold dice, high-value KIA, key SW malf., etc.
Player rates the relative balance including rules knowledge, tactical experience, scenario familiarity.
Training games record a trainer is '5' and trainee is '1'.
Variant (Var), if applicable.
Measurement
Scale is 1 to 5, with '1' a strong Allied advantage, '3' balanced and '5' a strong Axis advantage.
The scale is either 'Balanced', '+' or '++' with each indicating the win record in the database.
The measurement is based on 'Squad Leader Survey' with a change in scale from '1 to 3' to '1 to 5'.1
a 'balanced' scenario yields no wider split than 60/40.2
