Over the course of the tournament, players were asked for thoughts on their matches with an eye to help others decide a scenario's merit. The rating of Scenario balance was supplemented with luck (Fate), relative player skill and, optionally, comment. The players rated each on a scale of '1' to '5' with a strong Allied favored a '1', balanced a '3' and a strong Axis favorerd a '5'. The review page provides the record, average ratings, a chart of their distribution and individuals comments. You can quickly glean other's opinions to see if a scenario is what your looking for, there are currently sixty-eight Scenarios with more than three hundred and fifty reviews.
As an example, as of this writing the record for the 'Guards Counterattack' is 23-10-0 (Allied-Axis-Draw), an Allied advantage. A closer look at player skill helps explain the variance - the Russians are frequently played by the more experienced player. In my opinion, the experienced player has the advantage and probably more so in Scenario One which is more likely to be a training game with a new or returning player.
The review also gives a verbose rating of 'balanced', '+' or '++'.
In the above example, a tournament record of 23-10-0 has an average rating of 2.21, 'Allied +'. Note the the old ROS was 107-81 and is a 2.72, 'Balanced'. The closer to '1' the more Allied favored and the closer to '5' the more Axis favored.
I think this page brings the tournament full circle. Players can share their experience to help another decide a scenario's merit and the review page organizes all of our opinions in one place and not scattered about the net. After publishing this, i'm looking forward to returning to play.
Rating Criteria
'Scenario Balance' considers the design balance, without regard to a game's luck or player balance.
'Luck' is the side favored by Fate, if any. This considers hot/cold dice, high-value KIA, key SW malf., etc.
'Player' rates the relative balance including rules knowledge, tactical experience, scenario familiarity.
Training games record a trainer is '5' and trainee is '1'.
Variant (Var), if applicable.
Measurement
Scale is 1 to 5, with '1' a strong Allied advantage, '3' balanced and '5' a strong Axis advantage.
The scale is either 'Balanced', '+' or '++' with each indicating successive advantage.

The measurement is based on 'Squad Leader Survey' with a change in scale from '1 to 3' to '1 to 5'.1
