The purpose of the Headquarters Company was set up to maintain the military organization as described in U.S. Army Regulations of 1860’s.
Chiefly, its main duty is to be a reporting arm of the army to disseminate information from a higher authority to the field and vise-versa. These details are maintained and monitored by an Officer Staff dedicated to that mission. Head-Quarters compiles the necessary paperwork to know exactly the number of people on the battlefield or encampment. This is helpful for logistical operations consisting of ordering the appropriate facilities and supplies, or suppers when required.
Headquarters has the security within the Federal Camp. Camp rules to Event rules, Community PD rules and Satew enforcement rules.
Crowd control rules and monitoring authority in any civilian and military personnel. Any rule infraction will go straight to the Event and Law enforcement agency. The Event is the boss, and reenactors are just actor, providing a service to the General Public, contracted by the Event.
NOTE: The Headquarters (Over-all Commander) is the appointed Agent for the the Event during any emergency, until the Event authority arrives and relives Headquarters.
Head-Quarters Company is the mediator between the reenacting functions and those coordinators. Ifa problem needs resolved or compromised between reenactor named Event. If the problem involves Law enforcement or major medical situations, Headquarters will remains out of the way.
The Brigade is an organization which has several components of reenacting units which eventually end up on the same field and enact scenarios representing Civil War battles.

For safety, the Federal Head-Quarters provide the over-all quality control. This is accomplished by having designated observers for each branch-of-service to check and maintain a safety zone while the simulated battle is in action .The safety officers watch for over-loaded rifle cartridges and the improper use of bayonets, knives and swords during confrontations. Another major safety factor is that the Federal Head-Quarters is granted over-all authority of helping to plan and agreeing to a scenario with the opponents. These combat situations either match a specific historical battle or imaginary tactical engagement. It is the number one rule that no independent action by individual units will occur. This in itself could jeopardize the safety of others and also would mislead the spectators of the historical significance of the production.
The Over-all Scenario observer, which is the Brigade Military Commander, has been given permission to stop action on the field for emergencies and summoning for emergency services when so required.
