The Idea Incubation Program, developed as part of the European project DigitHub, supports an open, participatory, and self-directed civic design process.
It aimes to assist informal groups or organized collectives of adult citizens in generating and structuring local project ideas that address issues of public interest in innovative ways, such as:
Urban regeneration
Sustainable mobility
Environmental sustainability
WHO CAN PARTICIPATE
The program is open to groups of adult citizens who are motivated to bring innovation and positive change to their local communities. Participation is especially encouraged for:
Informal groups of active citizens
Associations, neighborhood committees, and local collectives
Community spaces, grassroots networks, and civic initiatives
No formal status or legal recognition is required. What truly matters is the motivation to develop a shared and concrete idea that enhances the urban and environmental quality of life.
The program is designed to be self-directed. Each group can independently follow the steps to shape their idea—starting from an initial insight and culminating in a clear, structured project proposal.
FOCUS AREAS FOR IDEA SUBMISSION
Ideas submitted to DigitHub should address one or more of the following key topics, which represent major challenges and opportunities for sustainable local development:
Urban Regeneration
Projects aimed at improving and repurposing public spaces, revitalizing neglected or run-down areas, and fostering community engagement and cultural or social renewal.
Examples include: creating or enhancing green areas, public squares, community hubs, or cultural spaces.
Sustainable and Soft Mobility
Ideas that encourage walking, cycling, or the use of eco-friendly public transport systems.
The objective is to make local mobility more accessible, reduce car dependency, and promote healthier, greener lifestyles.
Environmental Sustainability and Civic Participation
Actions focused on protecting the environment, addressing climate change, and promoting sustainable behaviors.
This can include environmental education, care for urban green spaces, waste reduction, renewable energy initiatives, and citizen-led environmental efforts.

SUBMISSION OF THE IDEA
Groups that wish to share their idea must complete a structured project form.
The project idea selected and incubated in France aims to raise awareness among local elected officials about the challenges of ecological transition and sustainable development.
The first project idea selected and incubated in Italy aims to make the daily travel of university students and young workers more sustainable, affordable, and efficient.
The project selected and incubated in Portugal proposes the creation of community circular economy hubs, which are: Physical spaces open to the community; Dedicated to repair, reuse, sharing and learning; Co-managed by citizens, schools, associations and local partners.
