Adults (18+) New to the U.S./New York State 

Step 1: Prepare Documentation

1. Gather required documents for proof of identity, residency in NY, Social Security status, and legal presence in the U.S. (passport, I-94, permanent resident card, utility bills, etc.).

2. Use the DMV Document Guide to confirm acceptable documents.

Step 2: Apply for a Learner Permit

1. Schedule a visit to the DMV.

2. Submit documents and pass a vision test and written knowledge test.

3. Pay the fee based on your age and location.

Result: You get a Class D Learner Permit.

Step 3: Take the Pre-Licensing Course

1. Register for a 5-hour Pre-Licensing Course at a driving school (many in Albany or Saratoga County).

2. Complete the course and receive the MV-278 certificate.

Step 4: Practice Driving

1. Practice driving with a supervising driver age 21 or older.

2. While not required to log hours, practicing at least 20–30 hours is highly recommended to pass the road test.

Step 5: Take the Road Test

1. Schedule your road test online.

2. Bring:

   • Learner permit

   • MV-278 certificate

3. Use a vehicle that’s registered, insured, and roadworthy.

4. Pass the road test.
   
   

Result: You receive a New York Class D driver’s license.
