SFUSD Labor Compliance Program

Overview

The Labor Compliance Program administers the SFUSD's labor compliance policies for public works contracts under the authority of:

  • The Board of Education
  • Title 8 of the California Code of Regulations
  • California Labor Code

Primary Functions

  • Facilitates compliance with prevailing wage requirements on public works being implemented by SFUSD.
  • Provides guidance to contractors during the pre-bid and post-award process in understanding the labor compliance requirements
  • Audits labor compliance documentation to ensure the proper payment of prevailing wages per the California Labor Code
  • Monitor Bond Projects linked to the District's Project Labor Agreement with the local Building Trades to ensure prevailing wages are paid as required by the DIR's Division of Labor Standards Enforcement.

Summary of Requirements

The requirements for labor compliance are prescribed by law and include:

  • Payment of prevailing wages
  • Posting prevailing wages at the job site
  • Employment of registered apprentices
  • Certification of electricians (as recommended by the Division of Apprenticeship Standards)
  • Maintaining and submitting certified payroll records and supporting audit documents
