The Catholic Church teaches that we as a society have rights and responsibilities. According to the United States Conference of Catholic Bishops, we have a tradition to protect human dignity and provide for a healthy community. Therefore, we can assume that we have a duty to prevent the spread of the act of vaping from reaching the youth, as we must strive to achieve a healthier community.

Unfortunately, vaping is almost always portrayed in a positive light by the media.
Although the Bible does not reference to vaping specifically, it does note that we should be wary of things that contain us. "All things are lawful unto me, but all things are not expedient: all things are lawful for me, but I will not be brought under the power of any." (1 Corinthians 6:12) Of course, we are given free will by God to make our own choices. However, the choice one makes to vape is not exactly beneficial, and that to be consumed by vaping is of detriment to a person.

(CCC 2291) Quite explicitly, the Catechism of the Catholic Church states that the use of drugs is detrimental to human life. Tying this into our previous examples, we can prove that theologically, the Church opposes vaping for the reason of its negative impact on human health. As such, we can come to the conclusion that teen vaping is harmful and should be prevented.
