Transition

Both the IDEA and the Rehabilitation Act make clear that transition services require a coordinated set of activities for a student with a disability within an outcome-oriented process. This process promotes movement from school to post-school activities, such as postsecondary education, and includes vocational training, and competitive integrated employment. Active student involvement, family engagement, and cooperative implementation of transition activities, as well as coordination and collaboration between the VR agency, the SEA, and the LEAs are essential to the creation of a process that results in no undue delay or disruption in service delivery. The student’s transition from school to postschool activities is a shared responsibility.

A Guide to Early Transition in Texas 

This guide provides an outline of the early transition activities and recommended practices to facilitate a child's transition from Part C (Early Childhood Intervention) to Part B (Early Childhood Special Education) of the Individuals with Disabilities Education Act (IDEA). The guide includes information for educators on : early transition timelines; potential eligibility; navigating the evaluation process; and planning for the transition to kindergarten.

Texas Workforce Solutions - Vocational Rehabilitation Services (TWS-VRS) Rapid Engagement Team Did you know that TWS-VRS has a new Rapid Engagement Team? This team is connected to a call center for students and adults with Vocational Rehabilitation (VR) counselors. Anyone 14 or older can call from anywhere in Texas to open a case and get matched with a counselor in their community. It takes about 5-10 minutes to complete the process. Work with the Transition Vocational Rehabilitation Counselor (TVRC) assigned to your campus to help your students connect with VR services.

Free online career exploration 

Transition Tennessee has a new online course for Pre-ETS Providers: Job Exploration Counseling. This course includes three video lessons and four activity videos to increase the understanding of different avenues for job exploration opportunities. Be sure to check out the course resources and supplemental materials which include an overview of job exploration, tips for choosing career assessments, career exploration charts, information on career clusters, and many more. Note: You will need to register for a free account prior to accessing the course. 

Higher Education Resource Guide for Students with Disabilities 

The Texas Council for Developmental Disabilities (TCDD) revised its Higher Education Resource Guide for Students with Disabilities, which includes information for future college students, parents, high school counselors, and other educators. The guide features tips on preparing for higher education, from how to plan while in high school to what to do when accepted by a college. For students who do not plan to attend college, information about other educational and career options is also available. 


Universities are developing programming for students with intellectual disabilities. Please contact each university for additional information regarding their programming options.

Vocational Rehabilitation services help people with disabilities prepare for, find, keep and advance in employment. Texas Workforce Solutions comprises the Texas Workforce Commission, 28 local workforce development boards and our service-providing partners. Together we provide workforce education, training and support services, including vocational rehabilitation assistance for the people of Texas. 

TSI Information 

The TSI Assessment (TSIA) is part of the Texas Success Initiative program designed to help your college or university determine if you are ready for college-level course work in the areas of reading, writing, and mathematics. If you are an incoming college student in Texas, you are required to take the TSI Assessment - unless you are already exempt (read below) - to determine your readiness for college-level work. Based on how you perform, you may either be enrolled in a college-level course and/or be placed in the appropriate developmental course or intervention to improve your skills and prepare you for success in college-level courses.
