The College Budget Advisory Council (CBAC) is responsible for developing the College’s budget strategy and budget recommendations while embracing shared governance. CBAC was created in the 2023-2024 academic year by the President's Office as an operating group reporting to SCC’s Strategic Planning and Allocating Resources Council (SPARC). Lori Lindenberg and Nancy Deegan are the co-chairs of CBAC for the 2025-2026 Academic Year.
CBAC is working on a multi-year budget reduction plan totaling $4 million, to be realized over fiscal years 2027-2029 (from July 2026 through July 2029). This plan will be developed over the coming months and announced in detail to the full college community by Spring Break of 2026. Recognizing that approximately 85% of our college budget is tied to people and programs, in order to achieve our lower budget targets, it’s likely that future reductions may impact both in some manner.
This plan is grounded in three critical priorities:
Caring for People and Programs: We want all SCC employees to feel confident in their roles and in their future here, knowing that if reductions affect positions or programs, there will be advance notice, transition time, and support. Our commitment is to keep these impacts minimal while continuing to care for our faculty and staff and protect the strengths of our college community. Meeting District Requirements: The remaining reductions position us to align with the expectations of the District’s new budget model over the next two to three years.
Responsible Planning: About $1 million of this plan will be devoted to reallocating funds within our own budget, making it healthier and reducing the structural reliance on unfunded expenses.
Taking this proactive approach strengthens our ability to advocate for bridge funding, if needed, since we can demonstrate a clear, responsible path for meeting the model. Importantly, our plan creates a runway for SCC to grow into a stronger financial position – especially if our enrollment recovery efforts continue to show positive results. In three years, we hope that increased enrollment will reduce, if not eliminate, the need for additional reductions.
All planning starts with our College Budget Advisory Council (CBAC). CBAC’s recommendations are presented to the Strategic Planning and Allocating Resources Committee (SPARC) which carefully reviews, modifies, and approves the work. From here, SPARC presents the budget recommendations to the President’s Cabinet for review and approval, and then to the President's Office for final authorization. This process involves many stakeholders and cross-functional department leadership at SCC, including faculty and staff. It’s done with intentionality to ensure full transparency and shared governance.
Although furloughs are allowed within District policy, this option does not meet SCC’s current needs. Furloughs are used to reduce expenses within a given year. In the new budget model, SCC is expected to make permanent reductions to our budget for future years. Furloughs would not result in permanent reductions. Reductions of expenses within an individual year are not needed at this time.
Not at this time. SCC is carefully and strategically considering all vacant positions as an option to support the reduction without the impact to a filled position. However, there is a recognition that some positions that become vacant must be refilled in order to meet the needs of our students and campus. All vacant positions are discussed at SCC Cabinet meetings and only those that reach consensus from that group move forward to be posted.
Recognizing that approximately 85% of our college budget is tied to personnel expenses, in order to achieve our lower budget targets, it’s likely that future reductions may impact both in some manner. However, SCC is committed to caring for our people through this process. If our reduction plan impacts individuals in positions, we are committed to providing ample time for employees to work with our local HR team to review options internally at MCCCD.
