The Angelo Del Toro Puerto Rican Hispanic Youth Leadership (PR/HYLI) program is a transformative civic engagement program that empowers Hispanic students to become leaders in their communities. Through PR/HYLI, students learn the intricacies of the legislative process, empowering them to advocate for the issues that matter most.
The Puerto Rican/Hispanic Youth Leadership Institute is named in honor of Angelo Del Toro. Assemblyman Del Toro captured in his life and work, the ideals and determination that bring us together in Albany each year. The Institute is a product of his vision and energy. Assemblyman Del Toro died on December 30, 1994, at the early age of 47. His vision for the Youth Leadership Institute will remain one of his finest legacies to the people of New York StateYoung Hispanics can always look to Angelo del Toro’s life as an example of what is possible for those who believe in themselves and their potential. He was a student at Brooklyn Technical High School who then worked his way through City College and New York Law School. He was a Democratic Party leader in his district at the early age of 25. He then became Special Assistant to the President of the City Council and at the early age of 27 was among the youngest members ever elected to the New York State Assembly
100 students accepted annually to the NYC Delegation.
90 students participated in a transformative three-day leadership weekend trip to Albany. Of these 90 students, 49 were English Language Learners (ELLs), Forever ELLs, or Ever ELLs.
Two Juniors will earn the honor of being elected by their peers as outstanding delegates to represent the New York City delegation in Washington D.C., and one upcoming senior has the opportunity to attend the SOMOS conference in Puerto Rico.
36% of our seniors (most of them ELLs) were awarded PR/HYLI scholarships, with five of them earning the highest scholarships.
40% of our seniors received the Seal of Biliteracy in 2024
Students can use the PR/HYLI experience to partially satisfy the requirements for the seal of biliteracy through the capstone project. We have also partnered with BMCC to offer 10 spots specifically for English Language Learners, allowing them to earn three college credits through a virtual speech course.
