One of the biggest ways that I.C.E. is doing harm in Pennsylvania is through the widely known and notorious detention center that has been the source of multiple deaths and unjust imprisonments. This detention center, created by the GEO Group, is the Moshannon Valley Processing Center.
After I.C.E. takes people, they are imprisoned in a detention center before being deported. For most people in and near Pennsylvania, this center is the Moshannon Valley Processing Center. The Moshannon Valley Processing Center, shortened to the "MVPC", is the largest detention center in Northeast America. It has a capacity of 1,878 and the population has only risen since September, 2025. The center was originally a privately owned prison until President Biden signed the bill that prohibited the private ownership of prisons.
The MVPC was built for short stays, but it's believed that one in six people there have been there for over a month. Many reference the center with claims of abuse, trauma, and poor medical care. Families are not allowed to visit relatives in the center. Lawyer visits are rumored to be mostly virtual. Congressmembers Summer Lee and Mary Gay Scanlon have tried to visit to assess the situation, but were denied access, keeping our knowledge of what goes on inside minimal.
There have also been countless deaths in the facility, the most recent being Chaofeng Ge, a 32 year old Chinese citizen. He was reportedly the 11th person to die in custody. He was pronounced dead by the Clearfield County Coroner after being found by staff hanging by the neck in the shower, unresponsive. I.C.E. claimed the cause of death was under investigation, yet it's believed to be suicide.
While it may seem cruel and obviously inhuman, there is one common thread holding the Moshannon Valley Processing Center in place: money. the MVPC is not owned by I.C.E., but rather, by a private contracter responsible for detention facilites all over the country. This private contracter is none other than the GEO group.
The GEO group, based in Florida and mainly known for their massive center in Miami, Florida, known as "alligator alcatraz" that was shut down recently. they claim to be helpful and simply beneficial, even using the direct quote "culturally sensititive" to describe themselves. Clearfield County will make an estimated 1 million dollars in five years by functioning as a middleman between the GEO group and I.C.E. however, also recently, the contract entered its final years with the GEO group and I.C.E. as Trump intensified I.C.E. deportations. Due to poor conditions at the MVPC, protesters have pressured the county not to renew the contract. There are no official bills against Moshannon Valley Processing Center, though there have been other legal challenges.
The GEO group billed the federal government 4.5 million dollars in December, 2024. By May 2025, those payments reached 5.3 million. The GEO group benifits greatly from these payments. This means that Clearfield County, I.C.E./the federal government, and the GEO group are all immensely profiting from the Moshannon Valley Processing Center. The only people who aren't directly profiting are those involved within the MVPC.
