California PBIS Recognition

2022

The CPC website provides a number of resources to support PBIS implementation.

The California PBIS Coalition (CPC) is a collaborative organization using evidence-based, culturally relevant practices to build the capacity for all stakeholders in the implementation of PBIS as a multi-tiered system following the National PBIS Blueprints for professional development, implementation, and evaluation.


The purpose of the Coalition is to establish a network for state, country, school district and schools implementing multi-tier frameworks through Positive Behavioral Interventions & Supports (PBIS).

California PBIS Recognition System

The CPC initiated the first statewide effort to acknowledge schools for PBIS implementation in 2015. Any pre-school, traditional or alternative school in California is eligible to apply for recognition of their PBIS Tier 1, 2, and 3 PBIS systems. Based on criteria established by the Coalition, schools may earn designations of Bronze, Silver, Gold, or Platinum.

Criteria at a Glance

January - February

Meet with the SWSS PoC to prepare for the application process. Complete the Preparation Worksheet for the desired level of recognition - Bronze, Silver, Gold, or Platinum.

Calendar administration of the TFI

Schedule the SWSS ACER to conduct classroom visitations and interviews (staff and student).

February - May

ACER conducts TFI Walkthrough - interviews staff and students.

ACER visits classrooms.

Team(s) conduct TFI assessment with ACER - Tiers 1, 2, 3.

Submit Application by May 27, 2022 to Brenda Freshwater.


SWSS Point of Contacts (POC) return completed applications to the district PBISApps Assessment Coordinator, Brenda Freshwater.

The Coalition will notify schools directly regarding their recognition status.

2022 CPC Collection Form

The CPC Collection Form is where sites input their results for each of the 2022 recognition criteria.

DOWNLOAD and complete this form during the TFI Team evaluation. The ACER will verify results and email the form to Brenda Freshwater by APRIL 29, 2022

SWSS Staff: Authorized CPC External Reviewer (ACER) Supports

In order for schools to submit an application to receive recognition from the CA PBIS Coalition, they must seek the assistance of an Authorized CPC External Evaluator (ACER). In most cases, this will be the site's SWSS Point of Contact (PoC).

ACERs must be familiar with PBIS systems of practice as well as external to the school applying for recognition.

ACER Responsibilities:

  • Pass the CPC ACER Assessment,

  • Review site documents and products,

  • Conduct TFI Walkthrough - staff/student interviews,

  • Visit classrooms looking for evidence-based practices,

  • Facilitate scoring of the Tiered Fidelity Inventory (TFI),

  • Return the completed Preparation Worksheet to SWSS PBIS Assessment Coordinator, Brenda Freshwater
